The festival is only celebrated by nearby villages in the area, as a way to not just to honor the dead, but also to be protected from them - and in the past, people were sacrificed in order to receive that protection. The festival itself is pretty elaborate - costuming, plays, fireworks, etc. Details haven’t been completely worked out on my end, but this is based heavily on Higurashi’s [When They Cry] Cotton Drifting Festival: which was once originally called the Intestines-Drifting Festival. This is a quick synopsis from the Anime: The festival began centuries previously as the Watanagashi (腸 流 し), or Intestines-Drifting Festival. It was a time to cast off sins of the villagers by sacrificing them with the blood of a living human. Said human sacrifice would be publicly tortured using the tools in the Furude Shrine in a very specific process (which notably involved putting nails through every joint in every finger of the victim) before finally being killed by the priest or miko, who gouges out the victim's stomach and intestines with a large, hoe-like dissection tool following an intricate dance. The corpse and its severed intestines would then be thrown into the river and wash away, symbolizing the "drifting away" of the people's sins with the victim's innards. In modern times, however, the true Watanagashi became viewed as too violent and cruel to be practiced. Instead, the villagers began practicing the modern Watanagashi based on a similar concept by changing the first character of the festival name, Wata- (腸), meaning intestines, with the homophone, Wata- (綿), meaning cotton. Thus was the Cotton-Drifting Festival born. Everyone in the village would contribute old coats and furniture to the village to be gutted for their leftover cotton. During the festival a mysterious death pattern has formed, one person always dies and another is spirited away never to be seen again. Kyarorain was forcibly held underneath the waters of Lake Saiko in a circle by some of her classmates until she ultimately drowned. As this was during the festival, nobody was really keeping track of what was actually happening, as fireworks were going off at this time. At first, it was intended to be a prank as they were singing songs as she struggled to get up. When they realized what they did, they left her there to make it look as if it was a suicide so nobody would take the fall for it. They perpetrated the notice that Kyarorain was spirited away during the festival. Her body lies at the bottom of Lake Saiko, as nobody recovers the bodies in the Suicide Forest anymore.
