RPA FLORENCIO M. DILOY (Profile) Born on January 22, 1952 in Carigara, Leyte, Florencio Morano Diloy is the ninth child of the late Felipe Peñaranda Diloy of Barugo, Leyte and Felicidad Salas Morano of Tanauan and San Joaquin, Palo, Leyte, both public school administrators. He finished his elementary education at St. Paul’s College, Tacloban City and his secondary education from the Sacred Heart Seminary, Palo, Leyte. He obtained his Bachelor of Arts degree Major in Political Science at the Arellano University in 1972 and his Bachelor of Laws at Manuel L. Quezon University in 1977, both in Manila. He was admitted to the bar in 1979 with the rating of 85.825%. A working student while his studying his law degree, he worked as a Clerk. Stenographer of the Federation of Free Farmers - an exposure to the underprivileged segment of our society and his passion of serving the lowly and the poor. The calling was put to a half when after passing the bar, he was recruited to join the defunct law firm of ABAD, BONIFACIO, LEGAYADA and Associates (ABLE Law Firm). This was only a stint since he went home to Leyte and joined the government service on October 1, 1979 as Legal Officer I of the Ministry of Labor and Employment. He stayed with the Ministry of Labor and Employment for two (2) years then transferred to Bureau of Forest Development as Legal Officer I in 1981 and was promoted as Trial Attorney I in 1983. He was with the Bureau of Forest Development until December 17, 1984. On December 18, the same year, he joined the Citizen’s Legal Assistance Office (CLAO) as Citizen’s Attorney and his first assignment was in Ormoc District Office, Ormoc City. He was transferred to Basey District Office, Basey, Samar after two (2) months. When the Carigara District Office was created in 1989, he was designated to head the district, an assignment he occupied for almost ten (10) years. Then he was re-assigned to the Public Attorney’s Office Regional Office and later designated as District Public Attorney of Tacloban District, the position he held prior to his promotion as Regional Public Attorney on July 19, 2000 upon RPA Cuares retirement. He was 48 years old then. He has been with PAO for more than twenty-five (25) years and the zest of serving his clientele hasn’t waved from the time he first joined the organization. In recognition of his dedication to public service, he received an award from the Integrated Bar of the Philippines (IBP) Leyte Chapter in 1980 as One of the Most Outstanding Lawyers in the Government Service. He attended various seminars/conferences/workshops in relation to his job and profession here and abroad, the most recent is Integrated Forum in Legal Aid, sponsored by the Legal Aid, Taipei, Taiwan on October 30-November 2, 2009. He is married to the former Wilma Pardilla Riños of Dulag, Leyte, a Life Insurance Manager and has two (2) children. .
