Thorner News November 2018 Chairman’s Intro It is humbling to witness the immense amount of work by the volunteers who contribute to the success of our village. Be it the organising of the Remembrance Day parade and the Centenary Dinner, to the erection of the village Christmas trees, the running of the various children’s groups to the management of the sports clubs, the construction of the village bonfire to the overseeing of The Bungalow. Almost all of the activities that take place in our village are as a result of the hard work and dedication of volunteers and on behalf of all the residents, my thanks go to you all. Not already a volunteer – well, the various organisations are always looking for new volunteers, so I am sure any help would be gratefully appreciated. It may not be as glamorous as parades or fireworks, but the Parish Council also relies on volunteers to act as councillors. We often have vacancies to fill and we have elections for all 9 councillor positions next year, so if you would like to volunteer and help shape the future of your village, please let the clerk know. Finally, my thanks go to George Coppock and Dave Johnston, who have both recently resigned from the council. George may have only been a councillor for a short time, but his photos on the covers of this publication will be remembered for some time.I wish you all a wonderful Christmas and a prosperous New Year. We require a mandate from village residents to support the proposed policies on new development, extensions to existing properties, garden development, green spaces, trees, views, light pollution, parking, flooding and pedestrian & cycle links. The policies can be seen in the draft plan on the Thorner Parish Council website. Please assist us to complete the plan, by returning the enclosed form to show your support (or not) for the policies. Thorner Victory Hall – time for a change? The Victory Hall & Institute has been in existence now since 1924, and has been managed as a registered unincorporated charity. All residents of the village aged 18 or over are members, the ownership of the land is in the hands of 3 trustees, and day to day management of the hall is by a volunteer management committee. Currently the management structure means that Management Committee members could be potentially personally liable for disputed contracts and outstanding debts. In recent years there have been changes in the type of organisational structure available to Charities, and the existing Management Committee feels the time is right to adopt a new approach. This means we are proposing to alter the structure so that Thorner Victory Hall becomes an Incorporated Charity – that will enable contracts to be set up in the name of the Charity, not individuals on the Committee, and removes the potential for personal liabilities arising. The land will be owned by the Charity, not held by the Trustees as at present. First step in the process is to approve a constitution for the new organisation, and a draft has been agreed by the Management Committee based on a model document published by the Charity Commission. It must be approved by a vote at a special meeting of members. A draft of the 15 page proposed constitution is on our website –www.thornervictoryhall.com. The meeting to approve the constitution will be held on: SUNDAY 27TH JANUARY AT THE VICTORY HALL STARTING AT 5­15PM. Agenda items will be to agree the changes to the constitution, and appoint the first Trustees of the new incorporated Charity so that we can then apply to the Charities Commission for registration. If you are aged 18 or over, and a Thorner resident, you are eligible to vote on this important change. Your attendance will help show support from the village for the volunteers who manage this valuable resource. The meeting will include refreshment, and follows a defibrillator awareness training session delivered by West Yorkshire Ambulance Service from 3­15pm to 5­15pm We hope you will join us for both meetings! YOU COULD SAVE A LIFE! What do you know about de­fibrillators? There’s one already installed outside the Fox, an application has been made to site one at the Victory Hall, and one is planned for the old phone box on Church Hill. West Yorkshire Ambulance Service welcome these installations, which they feel will provide the village with effective coverage in the event of an incident.
