CONSULTING ENGINEERS Project #19841 TECHNICAL BRIEF NEW FM REBROADCASTING TRANSMITTING STATION CALGARY, ALBERTA 1.0 Purpose: It is the purpose of this Technical Brief to demonstrate that the proposed FM rebroadcasting station meets the requirements of Industry Canada, as set out in the following Broadcasting Procedures and the Canadian-U.S.A. FM Broadcast Agreement: - Broadcasting Procedures and Rules, Part 1, Issue 5: General Rules dated January 2009 - Broadcasting Procedures and Rules, Part 3, Issue 5, Amendment 1: Application Procedures and Rules for FM Broadcasting Undertakings dated June 2010 - Broadcasting Procedures and Rules, Part 4, Issue 2: Application Procedures and Rules for Television Broadcasting Undertakings dated January 2009 - Agreement Between the Government of Canada and the Government of the United States of America Relating to the FM Broadcasting Service and the Associated Working Arrangement (dated July 1997) amended February 2001 2.0 Discussion: Corus Entertainment Inc. proposes to install a new FM rebroadcasting station to rebroadcast the existing CHQR AM station in Calgary, Alberta. The proposed station will operate on Channel 295A (106.9 MHz) with an effective radiated power of 1.0 kW (H&V) and an EHAAT of 243.6 m. The proposed station will be a Class A station. The proposed Channel 295A station is second adjacent channel to CFGQ-FM on Channel 297C. CFGQ-FM is owned by the applicant. In order to minimize interference between the stations, the proposed new Channel 295A station will be co-sited with CFGQ-FM on the existing CBC tower in Calgary, Alberta. It is proposed to utilize the existing CBC tower in Calgary, Alberta. A new omnidirectional Dielectric DCR-H4 4-bay circularly polarized FM antenna will be side-mounted on the existing CBC tower. CONSULTING ENGINEERS Project #19841 3.0 Channel Selection and Interference Analysis: 3.1 In the Industry Canada broadcasting database there are no Class A allotments for Calgary, Alberta. Distances between the proposed station and co-channel and adjacent channel allotments or assignments were checked, and in all instances meet the required distance separations set out in Broadcasting Procedures and Rules, Part 3 and Agreement Between the Government of Canada and the Government of the United States of America Relating to the FM Broadcasting Service and the Associated Working Arrangement (dated July 1997) amended February 2001 with the following exceptions: - Co-channel separation to Allotment, Field, AB on Channel 295A - Co-channel separation to VF2320, Fording River Mine S, BC on Channel 295LP - 1st adjacent channel separation to CFDV-FM, Red Deer, AB on Channel 294C1 - 1st adjacent channel separation to CJRX-FM, Lethbridge, AB on Channel 294C - 2nd adjacent channel separation to CIRI-FM, Calgary, AB on Channel 293LP - 2nd adjacent channel separation to CFGQ-FM, Calgary, AB on Channel 297C September 23, 2011 Page 3 D.E.M. CONSULTING ENGINEERS Project #19841 3.0 Channel Selection and Interference Analysis: 3.2 Channel Interference Analysis for the Proposed Calgary, Alberta Channel 295A Station (Cont'd.) 3.2.3 Detailed Interference Analysis – Co-Channel Analysis to Allotment, Field, BC Channel 295A Proposed Station Location & Channel Calgary, AB 295A (106.9 MHz) Protected Allotment Location & Channel Field, AB 295A (106.9 MHz) Distance from Proposed Station to Allotment 162.7 km at Azimuth 284.2° Protected Circle of Allotment Extends 38 km Distance to Proposed Station’s 34 dBu Contour [based on ERP (1.0 kW) and HAAT (213 m)] 96.4 km This results in a clearance of 162.7 - (38 + 96.4) = 28.3 km The proposed Calgary 34 dBu interfering contour does not overlap the 38 km circle of the Field Allotment (see Figure 6). The Field Allotment 34 dBu interfering contour (based on maximum Class A parameters) does not overlap the 54 dBu contour of the proposed station (see Figure 6). September 23, 2011 Page 4 D.E.M.
