Rampart Dialogue The Los Angeles Police Department Rampart Scandal has been described as one of the most debilitating police cor- Presentation Dates: July 17, 2012 ruption cases in Los Angeles history. This class takes an in- August, 9, 2012 depth look at the causes, events and circumstances leading September 5, 2012 up to, surrounding, and beyond the scandal. Two 4 - Hour Presentations Per Day: 8:00 AM to 12:00 PM The course is taught by the Captain 1:00 PM to 5:00 PM who was the Commanding Officer of the LAPD Rampart Division and CRASH Unit during the intense and tumultuous three years when the problems occurred from 1995 Location to 1998. The instructor will present a candid, no holds barred, personal account of the leadership issues which he continually faced during and for years beyond that time. Irvine City Hall The Dialogue will also look into the LAPD Culture which existed at the time and will 1 Civic Center Plaza examine the incremental steps and specific Case Studies of arrest, shootings and Irvine, Ca 92606 incidents that led to the corruption and the downfall and narcotics arrest of Rafael Conference & Training Perez. The Dialogue will address the aftermath, its toll, and Consequences in terms of Center careers, reputations, family impact and most importantly, a discussion on the leadership insights and lessons learned to impact, deter and deal with potential Tuition: $35.00 corruption. Instructor Bio: Richard Meraz joined the Los Angeles Police Department in 1964 where he served for 43 years, retiring in 2007. He spent 12 years as a Commanding Officer (Rank of Captain) and was assigned Area Commands in Rampart Central, Northeast, Central Traffic and Southeastern Divisions. He also commanded the Commercial Crimes Division and the Detective Support and Vice Division. As a Lieutenant, he was assigned to Foothill Division two months after the Rodney King incident to restore officer morale, gain community support and assist in coordinating the FBI and Christophe Commission probe of the Department. He was the recipient of the Valley Bureau Officer of the Year and the Departments Meritorious Service Award for his efforts with the officers and the community in Foothill. He is currently a Facilitator for the California Commission of Peace Officers Standards and Training, Sherman Block Supervisory Leadership Institute and Facilitator at the Simon Wiesenthal, Museum of Tolerance. .
