In an effort to revive the economy and strengthen the transportation system, B.C. has released a series of announcements foretelling increased export capacity, making our neighbors to the North the "preferred gateway to Asian markets."1 In other words, British Columbia has taken the initiative to answer the growing demand from Asian markets, recognizing that working families and job creation are absolutely vital to maintaining a prosperous community. And if we consider ourselves competitors with B.C. in the global marketplace, it's pretty clear we have a worthy rival from which we can learn a great deal. British Columbia export expansion British Columbia Premier Christy Clark announced last week that the province would provide $15 million toward the $90 million expansion plan for the Ridley Island Terminal (Prince Rupert), which ships coal and potash to Asia.2 The investment is part of a $300 million infrastructure project that would increase the port's capacity to ship to Asian markets six fold.3 This announcement came shortly after Ridley Terminal's plans to double coal export capacity from its current capacity of 12 million tons to anywhere from 24 million to 33 million tons annually.4 Similarly, the Westshore terminals (Tsawwassen) have a $40 million expansion plan in the works that will increase capacity to 33 million tons per year by 2012, while Neptune Bulk terminals (Vancouver) are investing $63.5 million in new equipment that will increase coal handling capacity to 12.5 million tons per year by 2012.5 [http://ih.constantcontact.com/fs073/1105671172285/img/16.jpg] The Ridley Island Terminal is located at Prince Rupert in British Columbia. Plans to double the terminal's coal exporting capacity are underway. Despite the lack of industrial growth on our end, B.C. expansion is nothing new-their goal of increasing exports is part of a $22 billion effort to expand port, rail, road, and airport facilities, joining together infrastructure, labor, and service reliability. Here is a province willing to embrace the advantages of their location, and pool together the efforts of private and public sectors to establish a highly efficient transportation system that will not only boost their economy now, but create a reliable infrastructure system that will benefit Canadian families and the economy for years to come. Opportunity knocks at our door With similar industrial utilities, access to the last U.S. west coast deep water port that doesn't require dredging, a site already zoned for heavy industry, and a company willing to invest $600 million in our community, we have to ask: shouldn't we be doing the same? Our community is in dire need of jobs. According to the Whatcom County Opportunity Council's 2011 Prosperity Report, "Seventy percent of respondents reported finding it hard to get or keep a job," with nearly two-thirds of those reporting that the reason for this is there's not enough living-wage jobs.6 We cannot stand by as our community continues to suffer economically and our country drives itself further into debt. As a nation rich in natural and agricultural resources, we clearly have the commodities-all we need is an efficient pathway to get them to foreign markets and a workforce more than ready to get back on the job. The Gateway Pacific Terminal will put 3,500 to 4,400 local construction and industry workers back to work, while generating $74 to $92 million in local and state tax revenues just during the two-year construction period. This project is a rare opportunity to say the least, and one that may very well propel us toward economic recovery. Growing demand for U.S. commodities With British Columbia's ambitious expansion goals, keep in mind they're not the only ones tapping into foreign markets. On a recent visit to Seattle, BNSF CEO, Matt Rose, stated, "Coal is going to be shipped...If the coal doesn't come from this country, it's going to come from Indonesia, it's going to come from South America....So if anybody thinks we're not going to permit a coal terminal and that that's going to solve China from burning coal, I don't think they understand how global logistics markets work."7 With Canada's plans for expansion, it's clear that Rose is right on track. British Columbia bulk exports are expected to grow significantly-and the number one commodity currently being shipped by our neighbors to the north? Coal--much of which already travels through Whatcom County on its way to B.C ports. This is consistent with the observation made by Richard Morse, the director of research on coal and carbon markets at Stanford University, who stated, "By importing U.S. coal, China is not changing the amount of coal it burns I understand why on an emotional level people don't like it. But if you actually understand the economics, and understand how climate change works, it's a non-issue."8 Although currently there's a high demand for U.S.
