Around 25% of \RXKRZZRXOGWKDWDIIHFW\RXUVHOYHV" the children who attend Hanley Castle use public bus services for the journey to and from school. This ensures that parents in the South Worcestershire area are able to exercise their right to choose a school appropriate for their child. Hanley Castle is a high achieving academy which produces consistently outstanding exam results, both GCSE and A-level. The principle of choice is enshrined in the School Admissions Code, and supported in South Worcestershire by the provision of affordable public transport. However, a reduction or the withdrawal of public bus services between Upton, Worcester and Malvern would not only affect Hanley Castle. Students from Upton and Malvern do not always choose to progress to sixth form at the three local secondary schools. Many choose to attend either Worcester Sixth Form College or Worcester Technology College. Without transport, choices at post-16 would be cut dramatically and young people’s chances of securing further education or employment placed at risk. A further concern is the potential impact of cuts to the subsidy for school buses for students within our catchment area. Although this subsidy comes from a different pot of money, it is clear that prices are set to rise again. Very few of our students are able to walk to school. There is only one cycle track to the school, most of the roads leading to the school have no pavements, and the distances from villages such as Eldersfield, Longdon, Kemspey, Welland or Castlemorton are simply too great. School buses are the greenest, safest, most sustainable option for our young people. They need to be affordable for our many hard pressed families in this time of economic hardship. Finally, with regards to the impact on school students of a reduction or the withdrawal of public bus services between Upton and Worcester, it is important to note that there are 2,200 new homes planned for the area around Kempsey and the Worcester bypass. 10% of these homes will not be in the Hanley Castle catchment area. However, with Nunnery Wood full, it is inevitable that many of the school-age children living in the homes out of our catchment will wish to join those other young people in Worcester who make the journey to Hanley Castle every day. This will not be possible if the planned cuts have the expected impact detailed above. :RXOG\RXOLNHWRPDNHDQ\RWKHUFRPPHQWVRQWKHSURSRVDOVIRUWKH6XEVLGLVHG%XV6HUYLFHV" While the school has grave concerns about the impact of the proposed cuts on our students (and therefore the long-term viability of one of Worcestershire’s most successful schools), we also take our responsibility for the rest of the community very seriously. As a member of the Worcestershire Employment and Skills Board, I am acutely aware of the importance of Worcestershire’s “Open for Business” strategy. The impact of a reduction or the withdrawal of public bus services would be disastrous for the economic prosperity of Worcestershire. Our largely rural county needs a mobile workforce, and our shops and businesses demand a population that is able to access them. To leave South Worcestershire without public buses, or with services which are severely truncated, would lead to a rapid and perhaps irreversible decline in economic activity. If ever there were a false economy, this is it. A final effect of a reduction in bus services would be to leave the elderly and other vulnerable groups increasingly isolated. Those who cannot, or cannot afford to, drive would be left without access to shops, hospitals or other amenities and services.
