Since 1968, Alabama Power has demonstrated its ability to successfully maintain and operate the Holt Hydroelectric Project (Project) and consistently provide its customers with affordable, efficient, and reliable hydroelectric power. The track record Alabama Power has established in its stewardship to develop, maintain, and operate the Project clearly establishes its qualification to continue as licensee for this Project. Over the term of a new operating license, Alabama Power’s unparalleled experience in operating and maintaining the Project will ensure that its customers continue to receive the high level of service to which they have become accustomed. 1.1 PLANS TO INCREASE CAPACITY OR GENERATION The Applicant has no plans to increase capacity or generation at this time. The Generator installed in 1968 was upgraded in 2002 and increased the rating from 40 to 46.9 megawatts (MW) (Alabama Power, 2010). The unit is driven by a single 6-blade vertical “diagonal flow” design turbine with 66,410 horsepower (hp). The flow off the turbine has a diagonal pattern, and is also referred to as a “mixed-flow” turbine. A diagonal flow turbine is somewhat of a mix between a Francis turbine and a propeller turbine. The diagonal flow turbine has longer blades than a propeller, which results in the blades overlapping. - 1 - 1.2 PLANS TO COORDINATE THE OPERATION OF THE PROJECT WITH OTHER WATER RESOURCES PROJECTS The Project is located on the U.S. Army Corps of Engineers (USACE) Holt Lock and Dam. The USACE coordinates all Project releases and makes river flow available to the Project turbine after meeting certain operation conditions. 1.3 PLANS TO COORDINATE THE OPERATION OF THE PROJECT WITH OTHER ELECTRICAL SYSTEMS Alabama Power is engaged in the generation, transmission, distribution, and sale of electricity. Alabama Power directly serves approximately 1.44 million customers in a service area of about 44,500 square miles (approximately 85 percent of Alabama’s land area). As a wholly-owned subsidiary of Southern Company, Alabama Power’s power generation assets, including the Project, are coordinated along with other Southern Company resources to provide reliable and cost-effective generation which meets the demands of a single integrated regional utility system that supplies power to much of the Southeastern United States. While the Project is a valuable element for total system integrated operation, all Project energy is retained by the customers of Alabama Power.
