Purchasing Department Finance Group October 30, 2013 The City of Norwalk (The City), is soliciting proposals from qualified Project Management firms to provide Project Management Services for the Norwalk Historical Commission and the Lockwood Mathews Mansion Museum Board and act as their Owner’s representative in the construction of ADA accessibility upgrades planned for the Lockwood Mathews Mansion Museum facility. Your firm has expressed interest in providing these services. Below are requirements which apply specifically to this project. Any related addenda will be published at least two (2) business days prior to the submission deadline and shall become a part of the contract. Prospective respondents may obtain a copy of the addenda, if any, online at the City of Norwalk’s website at http://www.norwalkct.org and, as determined to be appropriate by the Purchasing Department, by fax, e-mail, or overnight mail. Non-receipt of said addenda shall not excuse compliance with said addenda. It is the responsibility of each respondent to determine whether any addenda have been issued and if so, whether the respondent has received a copy of each. Addenda issued during the bidding period shall supersede any previous information. 1.1 LOCKWOOD MATHEWS MANSION MUSEUM OVERVIEW The Lockwood-Mathews Mansion Museum is located at 295 West Avenue, Norwalk, Connecticut, within Mathews Park. The Museum is approximately 40,000 gross square feet. The Museum, a National Historic Landmark since 1971, is regarded as one of the earliest and finest surviving Second Empire Style country houses ever built in the United States. Completed in 1868, the 50- room mansion was designed by European-trained, New York-based architect Detlef Lienau, FAIA, who adapted the late Renaissance style of such French prototypes as the Chateau Maisons-Lafitte (1646) to an American social and physical climate. Considered Lienau’s most important commission, the mansion’s sophisticated design and construction technology required the importation of exotic and costly materials and the skill and artistry of Italian stone cutters, German wood carvers, French painters and other European craftsmen. The fortress-like construction has double exterior walls with a 4” insulation air space between; all inner walls are plastered directly on brick. The structure incorporated several innovative building systems and handsome, exuberant interiors. Page 3, ProjectMgmtServices_3361.doc Its interior architectural ornament, intricate cabinetry, and integral furnishings rank among the finest examples of their kind, and are documented to be the product of the important New York City workshops of George Platt, Leon Marcotte and E.W. Hutchings. However, the most important designer/decorator of at least eight rooms was the firm of the Herter Brothers. The Herter Brothers excelled in inlaid, painted, and carved decoration made from imported woods and other materials. The great French decorator, Pierre-Victor Galland, subject of a 2006 exhibition at the Roubaix Museum, France, entitled “Pierre-Victor Galland: Un Tiepolo francais au XIXe siecle,” collaborated with the Herter Brothers in three of the main floor salons. All interiors on all three floors retain their original inlaid and carefully crafted woodwork, finishes and painted decorations, all of which must be preserved without disturbance. Only the floorboards of the second and third floors may be lifted for access. 1.2 PROPOSAL OVERVIEW The City of Norwalk (the City), in collaboration with the Norwalk Historical Commission (NHC) and the Lockwood Mathews Mansion Museum (LMMM), is soliciting proposals from qualified Project Management Firms to provide Project Management Service to the City/NHC/LMMM and to act as the Owner’s Representative in the ADA Accessibility Upgrade at the LMMM. LMMM commissioned a building systems and infrastructure improvements Master Plan a few years ago. As a component of this Master Plan, LMMM has completed Phase I of this Master Plan which consisted of an electrical service upgrade to the LMMM facility. At this time, LMMM is in a position to commence with the implementation Phase II which consists of ADA improvements: o Site access / egress improvements o Bathroom accessibility improvements o Installation of an elevator to access various floors The Architect of record for this project is David Scott Parker Architects, LLC with John Wasilewski, Associate Principal, acting as the lead architect in charge. Telephone 203.259.3373, E-mail [email protected]. The ADA Accessibility Improvements project is advertised for the submission of bids and the bid submissions are due 2:00pm, November 6, 2013. A copy of the construction documents can be obtained from Technical Reproductions, 326 Main Avenue, Norwalk, CT, 203-849-9100, at a cost of $50.00, non-refundable. Checks are to be made payable to: “The City of Norwalk.” Additionally, the construction documents are available for review in the office of the Norwalk Purchasing Department, Norwalk City Hall, Room #103, 125 East Avenue, Norwalk, Connecticut. Construction is anticipated to commence in early January, 2014. LMMM will be closed to the public until mid-April, 2014. The proposed construction anticipated that much of the interior work will be completed prior to the LMMM reopening in April, 2014, with the balance of the work to be completed by the end of June, 2014. The successful Project Manager shall provide the necessary staffing to monitor the construction activities throughout winter and adjust the staffing levels accordingly to reflect construction activities from April forward to project completion. This project is funded in part by the City of Norwalk and a historic grant from the State of Connecticut. The budget for this project is approximately $550,000.00. The primary role of the Project Manager for this project shall be monitor the work and to provide advise to LMMM. The Project Manager shall not be responsible for supervising any of the work and is not expected to provide any services that are the responsibility of the City’s Architect or the selected Contractor.
