ORDER Whereas, an appeal under Section 19(3) of RTI Act, 2005 has been received from Shri Hemmar Diyun, Village, Bene, PO/PS Aalo, West Siang District, Arunachal pradesh, for non-furnishing of information, by Shri Ojin Tekseng, PIO-cum-Executive Engineer, Yingkiong, Electrical Division, Upper Siang District, Arunachal Pradesh, as sought, by the Appellant under section 6(1) of RTI Act, 2005 on 26.11.2019. Whereas, the l't rescheduled hearing was held through Video / Rudio conferencing on 19th May' 2O2O. Shri Ojin Tekseng, P|O-cum-Executive Engineer, Yingkiong, Electrical Division, Upper Siang District, Arunachal Pradesh, and the Appellant Shri Hemmar Diyun attended the hearing through audio conference. The PIO informed the Commission that all the inforntation sought has been furnished to the Appellant during the hearing of the earlier appeal case. The PIO also informed that all the physical works of the information sought was completed before 31" March'2018. However, some pending financial liabilities were cleared after March'2018. The Appellant also informed that he has received information from the PIO but wanted to have an inspection for the MB Book No. 238, 382,395,410 & 430 as the Xerox copy received are not clear. Contd..p,.2 -2- Whereas, the Commission found that the information related to the work - ,,providing 33kv line for evacuation of power from Anggong Nalla MHS under Pasighat Electrical Circle," were furnished to the Appellant and the case was disposed of in the Appeal Case No. APIC-I32/2018 4'h Feb'2020' However, the commission directed the Plo to allow the Appellant to have an inspection and clipping of the MB Book only related to the above mentioned work within 10(ten) a.y, t.rn this date of hearing and with permissible time of 1(one) hour for the insoection. The Commission further directed the PIO that the inspection of the MB Book No. 238, g82,395, 410 & 430 mentioned by the Appellant should be allowed only if it is related to the above mentioned work and beyond 31" March'2018. The Commission asked the Appellant to get Xerox copy of a MB Book page from the PIO with his authentication if have any doubt in any pages of the MB Book and intimate the Commission through WhatsApp / email if satisfied or not with the information furnished by the PlO. The next date of hearing is fixed on 16th June' 2O2O at 10:30 hrs.
