PAPERS AND PROCEEDINGS 63 THE CATHEDRAL CHURCH AND THE ARCHDEACONRY OF WINCHESTER IN 1562 By A. W. GOODMAN N the autumn of 1561 Archbishop Parker issued a list of questions on the personnel of their dioceses to the bishops of the Southern I Province. Bishop Home of Winchester made his return to the inquiry early in the summer of 1562 ; it is contained, with others, in MS. 122 at Corpus Christi College, Cambridge, and I am indebted to the Master and Fellows of Corpus for permission to copy and print it. The Surrey, archdeaconry, under the title of " Surrey Incumbents in 1562," appeared in Surrey Archaeological Collections, Vol. XLV, 1937, with an introduction by Mr Geoffrey Baskerville and with notes largely contributed by him. The rest of the document, containing the cathedral church and the arch­ deaconry of Winchester, is now given to the world by the Hampshire Field Club. In editing it I have had the valuable aid of Mr Basker- ville's Hampshire notebook which he very kindly lent to me. Modern research has greatly reduced the old extravagant estimates of the deprivations of clerics in the Reformation period. In the five years of Mary's reign there were about twenty men deprived in Hampshire and the Isle of Wight; in the first eight years of Elizabeth about thirty. Under Mary marriage, not heresy, was the main cause of trouble ; under Elizabeth failure to take the oath of supremacy. The early years of Elizabeth were certainly an uneasy time in this conservative diocese and especially so in Winchester itself. Of the Marian dean and twelve canons only six were willing to take the oath, while, for whatever reason, only two incumbents of parishes in the city appear in the return out of a normal number of eight or ten, as seen before and after this time at the visitations of 1555 and 1572. Moreover the effect of action and reaction in the reigns of Henry VIII and his son and daughters was cumulative. By 1562 the supply of clerics had fallen. So too had their academic qualifica­ tions. The absence of university degrees is very striking in Home's certificate, as also is the frequency of' mediocriter doctus ' and other more severe remarks, while here and there the term ' minister - suggests a lack of episcopal ordination. In June 1561 Home had. reported to Cecil that many churches were destitute of incumbents, and it is clear that after some sixteen months of office—he was consecrated in February 1561—the bishop was still faced with a 64 HAMPSHIRE FIELD CLUB considerable shortage. Few of the chapelries would seem to have found curates. Not one of the many chapels in the New Forest deanery of Fordingbridge is mentioned in the return, and in con­ trast to the fifteen curates named in this deanery at the visitation of 1543 only three appear here. The precise meaning of Parker's question, ' Is he hospitable ? ' must remain doubtful, but Mr Baskerville is probably right in suggesting that it at least includes shelter for respectable travellers and some provision of food for the poor. Clerical marriage was forbidden under Mary. Elizabeth strongly disliked it, yet within three years of her accession about a third of the Surrey incumbents were .married and in the rest of the diocese about a quarter. In the Isle of Wight married men were actually in a majority. The bishops were cautious in issuing general licences to preach. A handful of men are reported as preaching in their own cures, eighteen have licences, some half-dozen preach without licence, and a like number of whose claim to preach nothing is said. Homilies provided by authority were judged, safer for the ordinary pastor in unquiet times. The notes in square brackets attempt mainly to shew the succession of incumbents from the Marian times down to 1565, the limit set for himself by Dr Gee in his Elizabethan Clergy. The date of institution is given if possible ; failing this, that of com­ position for first-fruits or annates, which was normally about the same time.
