Decree on Lists of Wastes for Transboundary Movement, Contents and Layout of Documents Accompanying Transboundary Movement of Wastes with Instructions for Completing

DECREE ON LISTS OF WASTES FOR TRANSBOUNDARY MOVEMENT, CONTENTS AND LAYOUT OF DOCUMENTS ACCOMPANYING TRANSBOUNDARY MOVEMENT OF WASTES WITH INSTRUCTIONS FOR COMPLETING ("Official Gazette of RS", No 60/2009) Article 1 The following shall be prescribed by this Decree: list of hazardous waste prohibited for import; list of hazardous waste applicable for import; list of hazardous waste applicable for export and transit; list of non-hazardous waste applicable for import, export and transit; contents, layout and instructions for completing the Notification of Transboundary Movement of Waste; contents, layout and instructions for completing the Movement Document. Article 2 Hazardous waste prohibited for import, hazardous waste applicable for import and hazardous waste applicable for export and transit are specified in List IA – Hazardous Waste, printed as Appendix 1 to this Decree and making a constituent hereof. List IA – Hazardous Waste consists of: 1) List of hazardous wastes prohibited for import; 2) List of hazardous wastes applicable for import; 3) List of hazardous wastes applicable for export and transit. Non-hazardous wastes applicable for import, export and transit is specified in List IIB – Non-Hazardous Wastes, printed as Appendix 2 to this Decree and making a constituent part hereof. List IIB – Non-Hazardous Wastes consists of the List of non-hazardous wastes applicable for import, export and transit. Article 3 The contents, layout and instructions for completing the Notification of Transboundary Movement of Waste are specified in Form 1, printed along with this Decree and making a constituent part hereof. The contents, layout and instructions for completing the Movement Document are specified in Form 2, printed along with this Decree and making a constituent part hereof. Article 4 This Decree shall come into force on the eighth day after the day of its publishing in the “Official Gazette of the Republic of Serbia”. Appendix 1 LIST IA – HAZARDOUS WASTE LIST OF HAZARDOUS WASTES PROHIBITED FOR IMPORT Waste Code A1. METAL AND METAL BEARING WASTE Metal wastes and waste consisting of alloys of any of the following A1. elements: A1-1 A1010 Antimony A1-2 A1010 Arsenic A1-3 A1010 Berylium A1-4 A1010 Cadmium A1-6 A1010 Mercury A1-7 A1010 Selenium A1-8 A1010 Tellurium A1-9 A1010 Thallium Waste having as constituents or contaminants, including metal A1020 waste in massive form any of the following: A1-10 A1020 Antimony, antimony compounds A1-11 A1020 Berylium, beryllium compounds A1-12 A1020 Cadmium, cadmium compounds A1-13 A1020 AA030 Lead compounds A1-14 A1020 Selenium, selenium compounds A1-15 A1020 Tellurium, tellurium compounds Waste products having as constituents or contaminants any of the A1030 following: A1-16 A1030 Arsenic, arsenic compounds A1-17 A1030 Mercury, mercury compounds A1-18 A1030 Thallium, thallium compounds A1040 Wastes containing any of the following ingredients: A1-19 A1040 Metal carbonyls A1-20 A1040 Hexavalent chromium compounds A1-21 A1050 Galvanic sludges A1-22 1060 Waste liquors from the pickling of metals Leaching residues from zinc processing, dust and sludges such A1-23 A1070 as jarosite, hematite, etc Waste zinc residues not included on list IIB, containing lead and A1-24 A1080 cadmium in concentrations sufficient to exhibit characteristics of Basel Convention Annex III A1-25 A1090 Ashes from the incineration of insulated copper wire A1-26 A1100 Dusts and residues from gas cleaning systems of copper smelters Spent electrolytic solutions from copper electrorefining and A1-27 A1110 electrowinning operations Waste sludges, excluding anode slimes, from electrolyte A1-28 A1120 purification systems in copper electrorefining and electrowinning operations A1-29 A1130 Spent etching solutions containing dissolved copper A1-30 A1140 Waste cupric chloride and copper cyanide catalysts Precious metal bearing residues in solid form containing traces of A1-31 AA150 inorganic cyanides Precious metal ash from incineration of printed circuit boards not A1-32 A1150 included on List IIB Unsorted waste batteries excluding mixtures of only List IIB batteries. A1-33 A1170 Waste batteries not specified on List IIB containing Basel Convention Annex I constituents Waste electrical and electronic assemblies or scrap containing components such as accumulators and other batteries included on list A, mercury-switches, glass from cathode-ray tubes and other activated glass and PCB-capacitors, or contaminated with A1-34 A1180 Basel Convention Annex I constituents (e.g., cadmium, mercury, lead, polychlorinated biphenyl) to an extent that they possess any of the characteristics contained in Basel Convention Annex III (note the related entry on list IIB - B1110) Waste metal cables coated or insulated with plastics containing or contaminated with coal, tar, PCB, lead, cadmium, other A1-35 A1190 organohalogen compounds or other Basel Convention Annex I constituents, to the extent that they exhibit Basel Convention Annex III characteristics A1-36 AA010 Dross, scalings and other wastes from the iron or steel industry A1-37 AA060 Vanadium ashes and residues Magnesium waste and scrap that is flammable, pyrophoric or A1-38 AA190 emits, upon contact with water, flammable gases in dangerous quantities A2. WASTES CONTAINING PRINCIPALLY INORGANIC A2. CONSTITUENTS, WHICH MAY CONTAIN METALS AND ORGANIC MATERIALS A2-1 A2010 Glass waste from cathode-ray tubes and other activated glasses Calcium fluoride sludge. Waste inorganic fluorine compounds in A2-2 A2020 the form of liquids or sludges but excluding such wastes specified on List IIB A2-3 A2030 Waste catalysts not specified on List IIB A2-4 AA050 Aluminium waste and scrap Waste gypsum arising from chemical industry processes, when containing Basel Convention Annex I constituents to the extent A2-4 A2040 that it exhibits Basel Convention Annex III hazardous characteristics (note the related entry on List IIB - B2080) A2-5 A2050 Waste asbestos (dusts and fibres) Coal-fired power plant fly-ash containing Basel Convention Annex I substances in concentrations sufficient to exhibit Basel A2-6 A2060 Convention Annex III characteristics (note the related entry on List IIB-B2050) AB Wastes from non-cyanide based systems which arise from A2-7 030 surface treatment of metals AB A2-8 Sands used in foundry operations 070 AB A2-9 Inorganic halide compounds, not elsewhere specified or included 120 AB Unrefined calcium sulphite and calcium sulphate from flue gas A2-10 150 desulphurisation (FGD) A3. WASTES CONTAINING PRINCIPALLY ORGANIC A3. CONSTITUENTS, WHICH MAY CONTAIN INORGANIC MATERIALS Waste from the production or processing of petroleum coke and A3-1 A3010 bitumen A3-2 A3020 Waste mineral oils unfit for their originally intended use Wastes that contain, consist of or are contaminated with leaded A3-3 A3030 anti-knock compound sludges A3-4 A3040 Waste thermal (heat transfer) fluids Wastes from production, formulation and use of resins, latex, A3-5 A3050 plasticisers, glues/adhesives excluding such wastes specified on List IIB (note the related entry on List IIB-B4020) A3-6 A3060 Waste nitrocellulose Waste phenols, phenol compounds including chlorophenol in the A3-7 A3070 form of liquids or sludges A3-8 A3080 Waste ethers not including those specified on List IIB Waste leather (dust, ash, sludges and flours) when containing A3-9 A3090 hexavalent chromium compounds or biocides (note the related entry on List IIB-B3100) Waste paring and other waste of leather or of composition leather not suitable for the manufacture of leather articles containing A3-10 A3100 hexavalent chromium compounds or biocides (note the related entry on List IIB-B3090) Fellmongery wastes containing hexavalent chromium compounds A3-11 A3110 or biocides or infectious substances (note the related entry on List IIB-B3110) A3-12 A3120 Fluff - light fraction from shredding A3-13 A3130 Waste organic phosphorous compounds Waste non-halogenated organic solvents but excluding such A3-14 A3140 wastes specified on List IIB A3-15 A3150 Waste halogenated organic solvents Waste halogenated or unhalogenated non-aqueous distillation A3-16 A3160 residues arising from organic solvent recovery operations Wastes arising from the production of aliphatic halogenated A3-17 A3170 hydrocarbons (such as chloromethane, dichloroethane, vinyl chloride, vinylidene chloride, allyl chloride and epichlorhydrin) Wastes, substances and articles containing, consisting of or contaminated with polychlorinated biphenyl (PCB), polychlorinated terphenyl (PCT), polychlorinated naphthalene A3-18 A3180 RA010 (PCN) or polybrominated biphenyl (PBB), or any other polybrominated analogues of these compounds, at a concentration level of 50mg/kg or more.
