We are delighted and honored that you will celebrate this landmark event with us. Seventy-five years ago VACo held its first Annual Conference in Lynchburg at the Virginian Hotel. Twenty-four counties answered the roll call. The year was 1934, the middle of the Great Depression, an era marked by the harshest economic conditions in this country’s history. From that difficult birth VACo has grown to become a proud and respected organization that serves all of Virginia's 95 counties. It is a strong, articulate voice through which county governments in Virginia speak. VACo has also become the chief means for county officials--regardless of party affiliations, county population, or county location--to gather and discuss with one another the challenges we face in serving our citizens. As county officials we have reached a historic milestone when the exchange of ideas among us has never been more important. Since the conclusion of last year's conference, sobering economic conditions have persisted. There’s no question that Virginia's counties are experiencing difficult times. But times of trial can also be times of inspiration and hope. They challenge us to grow stronger and make innovative changes to the ways we govern and serve our communities. It was the recognition of these emerging opportunities that this year's conference theme, “Embracing Change: New Partnerships for Sustainable Communities” was chosen. In planning this year’s Conference, VACo’s Conference Planning Committee and staff have worked diligently to develop a program that will provide important information about the state budget, broadband, health-care, emergency preparedness, improving energy efficiency, land use regulation, regional cooperation and economic development. Monday morning’s opening session promises to be informative. Former VACo president and current Congressman Gerry Connolly will be the keynote speaker. Dr. Robert Holsworth, a political commentator, will headline Tuesday morning. In various conference events we will be joined by key members of the General Assembly who have graciously agreed to engage in panel discussions about many pressing issues that concern county officials. We greatly appreciate their participation. As you attend this year's conference please take time to visit our exhibitors in the Exhibit Hall. There are more than 100 companies and organizations ready to serve the interests of county governments. Please thank them for their support of our conference. This includes members, their families, guests and news media representatives. No one will be admitted to a business or social function without a conference badge. Registration will take place: • 10 a.m. to 5:30 p.m. on Sunday, Nov. 8, Mt. Vernon Foyer • 8 a.m. to 2 p.m. on Monday, Nov. 9, Mt. Vernon Foyer VACo staff members will be at the registration desk during the hours given above and will be glad to answer questions about the conference. There is a message board at the conference registration desk, and a marquis board in the main lobby where various notices will be posted throughout the conference. Legislative Program VACo’s eight steering committees will meet Sunday afternoon. VACo members are invited to attend and suggest changes in the 2010 Legislative Program.
