Secure a quality police service that is trusted and efficient Introduction Neighbourhood Policing remains the cornerstone of policing within the County of Wiltshire. The aim of achieving safe communities is dependent upon successful engagement and consultation with the whole community to produce local priorities that are meaningful and key to their quality of life. Neighbourhood officers and staff are at the forefront of delivering public confidence and building trusted relationships to their respective neighbourhoods. They are the leaders for exchanging knowledge, encouraging engagement and providing quality high visibility policing. This document is to be used in conjunction with the Wiltshire Police Public Engagement Strategy and the College of Policing “Neighbourhood Policing Guidelines” which details the process of consulting with the local community and setting local Neighbourhood Priorities. The process is designed around using the relationships, skills and knowledge of police/partners and the community to reduce crime and disorder, addressing community concerns and promoting public confidence. In line with the Crime and Disorder Act 1998, Wiltshire Police have a duty to work with Statutory partners to; reduce reoffending; tackle crime and disorder; tackle anti-social behaviour; tackle alcohol and substance misuse; and tackle any other behaviour which has a negative effect on the local environment. There is also a statutory requirement under Section 34 of the Police Reform and Social Responsibility Act 2011 requires: The Police to seek the views of the public about crime and disorder in their neighbourhood For the Police to hold regular public meetings in every neighbourhood. Engagement Plan (V2) Nov 2020 Page 2 North/East and Rural Swindon Neighbourhoods Visibility Visibility remains a key factor in building public confidence and trust. Neighbourhood Policing Teams need to have a public engagement plan that meets the individual requirements of their community. Mapping or scoping their respective demographics to ensure that all aspects of their neighbourhoods and communities are represented. Activity such as high visibility patrols at key locations or at peak times will assist in promoting public reassurance and confidence are not to be undervalued in tackling crime. The College of Policing Neighbourhood Guidelines (7 Pillars of Neighbourhood Policing) makes several commitments to the local community including an agreement to ensure their community know who their dedicated Neighbourhood officers are, where they are based and how to contact them. In order to promote this commitment North, East and Rural Neighbourhood Team will identify key poster sites to use to promote the work and membership of each Neighbourhood area. These sites will be updated monthly with details of meetings, updates on police activity and notable successes within the area. We will continue to use Social Media platforms/Force website to reiterate the same commitment. Monthly corporate newsletters will be published and sent to Key partners and stakeholders, for onward dissemination through Parish or community media formats. Engagement and Consultation This Engagement Plan explains the use of an Engagement Model (see below) which provides a framework to inform and consult, encourage active participation and empowering the public and stakeholder involvement. For our front line staff it needs to be viewed as an opportunity, to inform their communities what they have been doing, what successes they have had and to encourage the public to be involved in local policing. Engagement Plan (V2) Nov 2020 Page 3 North/East and Rural Swindon Neighbourhoods Each individual Neighbourhood will consider what suits the individual requirements of their area and will create a consultation calendar for a 12 month period which will achieve the aims of the Engagement Model and College of Policing Neighbourhood guidelines. Method – Informing and Consulting (Operational): Neighbourhood officers/PCSO’s will attend Town or Parish Council Meetings Neighbourhood officers/PCSO’s will seek to hold monthly public meetings or surgeries. Neighbourhood officers/PCSO’s will seek to hold adhoc meetings with targeted members of the community. All meetings will be advertised in a variety of ways (Social Media/Website/Posters). A Police representative will always be present and will be police led activity. Key stakeholder or Partners are invited to attend public meetings/surgeries. Its purpose is to consult with the public on their respective community issues and to provide personal feedback on the actions being undertaken. Questionnaires/Surveys can be conducted to build information/intelligence Neighbourhood officers will action feedback/concerns/complaints through SARA model and Problem Profiling Establish opportunities to use community profiling, mapping, demographic data and other resources to help identify our specific target audiences when engaging and consulting. *Town or Parish meetings will have Police representation, either in person, virtual or through reports. *Public meetings are specifically be a set location ie. Libraries/sports centres/public meeting areas, *Targeted meetings can be Residents Associations and Parish Council meetings *Adhoc meetings can include visits to Schools, care homes, businesses, private location’s and can include street briefings. Method – Informing and Consulting (Tactical): Neighbourhood Sgts/Inspector will attend quarterly Community Safety Groups Neighbourhood Sgts/Inspector will seek to attend each Town or Parish meeting in a twelve month period at least on one occasion. The CSG meeting are not open to the Public due to potentially confidential information sharing. The attendees to this CSG meeting will be representation of the community. The purpose of this meeting is to critical analyse the consultation which has been completed by the Operational meetings, Parish/Town Council meetings and other consultation processes. The CSG will use of the problem solving SARA model The CSG will decide the Community Priorities for the Police/Partners or Community Action. The CSG will evaluate and hold the tactical “Priority owner” to account for actions. Escalation processes will be factored in through Wiltshire Police Force Tasking, Community Safety Partnership Strategic Group, Swindon Safeguarding Partnerships. Engagement Plan (V2) Nov 2020 Page 4 North/East and Rural Swindon Neighbourhoods Encourage active participation Making use of the Operational “Inform and Consult” process will raise awareness of the Community concern’s, highlight the fear of crime and the perceived levels of criminality. These matters having been raised, discussed and consulted through a proven problem solving process will lead to positive outcomes, thus building trust with Neighbourhoods as concerns will be dealt with in a timely and efficient manner. Other areas of active participation may include; We can make use of the Restorative Justice processes to engage harm causers in community matters. We can link in with the Probation service and Parish Councils to facilitate Community Payback. We can provide support to Community Action with Police Cadets and/or neighbourhood staff (operational commitments permitting), Litter picking events etc. We will continue to support Community Speed Watch and Neighbourhood Watch schemes Nominated Neighbourhood staff assigned as “Single point of contact” will ensure opportunities for partnership working and cohesive relationships. Engagement with voluntary sector, charities and other community led groups. Empowering the public and stakeholder involvement It is clear that the Police cannot deal with all aspects of ASB and Criminality, there are opportunities for key stakeholders and the community to involve themselves within the: Education - education that behaviours or actions are not acceptable Encouragement - encourage compliance Engineering - engineer the environment to design out ASB or Crime Enforcement - Enforceable actions Evaluation - use SARA to evaluate the most effective outcome Some Community issues such as parking at schools during drop off/collection continue to cause disruption despite numerous interventions, in many cases this issue is never going to be eradicated and is unachievable using any method, so in some cases reasonable expectations need to be adapted to community problem solving. Through Public consultations, formal Parish/Town meetings, adhoc briefings and Community Safety Groups we have opportunities to engage, consult and build valuable relationships which will aid understanding of “Neighbourhood Policing” and Community based problem solving.
