Compare present needs with original benefits; 2. Visit the locations of the component works; 3. Consult with institutional and other stakeholders. Then: 1. Assess if original design is still relevant and do-able; 2. If yes then prepare scope of work for evaluating feasibility and updating the design; 3. If not then retire the original design and prepare scope of work for a new feasibility study and detailed design; 4.
