2nd September 2014 Wan Chai District Council Information Paper Food and Environmental Hygiene Committee Paper No.30/2014 Food and Environmental Hygiene Department Anti-mosquito Campaign 2014 (Phase III) in Wan Chai District Purpose The purpose of this paper is to brief Members of the details and arrangements for the Anti-mosquito Campaign 2014 (Phase III) to be launched by the Food and Environmental Hygiene Department (FEHD) in Wan Chai District. Background 2. The Anti-mosquito Campaign 2014 (Phase II) organized by FEHD was launched between 28.4.2014 and 4.7.2014. Actions taken in the district and the results are detailed at Annex I . 3. Last year, there were two local, three imported and one unclassified Japanese encephalitis cases, 103 imported dengue fever cases and 5 imported chikungunya fever cases in Hong Kong. On the other hand, one local Japanese encephalitis case had been reported in June this year. In order to safeguard public health and to sustain anti-mosquito efforts, FEHD will continue to strengthen mosquito control and organize the Anti-mosquito Campaign 2014 (Phase III) for eight consecutive weeks from 18.8.2014 to 10.10.2014. 4. The Anti-mosquito Campaign 2014 (Phase III) to be carried out under - 1 - the slogan “ Prevent Japanese Encephalitis and Dengue Fever Act Now! ” aims to achieve the following objectives - (a) To heighten public awareness of the potential risk of dengue fever, Japanese encephalitis, chikungunya fever and other mosquito-borne diseases; (b) To encourage community participation and forge close partnership of government departments concerned in anti-mosquito work; and (c) To eliminate potential mosquito breeding sites . Mosquito Control Operations 5. FEHD will carry out a series of operations focusing on removal of accumulation of water and mosquito prevention from 18.8.2014 to 10.10.2014 at potential mosquito breeding places in the district. Emphasis will be placed on proximities close to human residences, schools, construction sites, hospitals, illegal cultivation sites,. Please refer to Annex II for the action plan. 6. During the above period, Pest Control Section of this district will deploy a total of nine pest control teams to perform mosquito control work in accordance with the attached action plan and take the opportunity to offer knowledge and technical advice on the prevention of mosquito breeding to the public. Education and Publicity 7. On publicity and education fronts, FEHD will adopt the following measures in addition to arranging press releases and the announcement of public interest through television and radio broadcasting- - 2 - (a) To produce publicity posters, pamphlets, banners and educational materials on prevention of mosquito breeding for public circulation; (b) To distribute publicity materials widely through close liaison with government departments and local organizations to arouse public awareness of mosquito prevention; (c) To distribute VCDs and letters on mosquito preventive and control measures to target groups, such as the managements of construction sites and the private housing estates; (d) To organize roving exhibitions at major shopping malls of housing estates and outreaching health talks for students and housing estate managements; (e) To organize games on knowledge of mosquito prevention; and (f) To hold thematic exhibitions at the FEHD Health Education Exhibition and Resource Centre, and to include relevant information in the FEHD homepage and in the 24-hour hotline service. Local Participation 8. To enlist support and active participation of this District Council in the Campaign, District Council Members and Committee Members will be invited to participate in related events, organize publicity activities and at the same time, to offer views on the mosquito control work. The District Environmental Hygiene Superintendent will work out the details with the District Council Secretariat. The Pest Control Advisory Section of the department would provide technical assistance in organizing the publicity - 3 - activities.
