AOS01a SITE INFORMATION Nominator: Yarrows Aggregates Ltd Contact: Little Catwick Quarry Leven Bypass Leven Christopher C Kendall (Agent) Hickling Gray Associates OS Grid Ref: TA 102 474 Type of Extraction / Sand and Gravel Potential Extraction Material: Site Area: 113 ha There are two parts to the site, north and south: North has an area of 37ha South has an area of 76 ha Quantity / Output Rate: Estimated 1.0 million tonnes (total reserve) Of this 330,000 tonnes is estimated to be in the northern section and 670,000 tonnes in the southern section. Estimated 850,000 tonnes (marketable reserve) Of this 280,500 tonnes is estimated to be in the northern section and 569,500 tonnes in the southern section. Estimated annual yield: 100,000 tonnes pa. As the sites would be worked progressively, extraction will commence on one site and then move to the other. NB. Source of mineral information - the applicants operate a quarry (Yarrows) on the opposite side of the bypass, therefore they are familiar with the geology of the area. The applicants have drilled in a number of locations and have found reserves. Page 1 of 9 Rev0_16.06.14 Indicative Working Proposals Phasing / direction of working is not known at this stage, however the site would be worked progressively with restoration taking place on completion of specific phases. Processing facilities have been installed at Yarrows. Should the Barff site be suitable for mineral extraction it is envisaged that minerals would be taken to Yarrows. Alternatively, should Yarrows be completed sooner than anticipated (2024), the plant would relocate to Barff. Recycled aggregate is processed at Yarrows. The plant would continue to be used or relocated to Barff. Construction waste would be the proposed aggregate to be processed with an expected catchment area of Hull, Driffield and Beverley. It is likely that the site would be restored to a mixture of agriculture with some water based recreation. The applicants are experienced operators and have successfully operated the Yarrows site without complaints from any authorities or members of the public. Current Status: Lies within the JMLP SG11 Leven and Brandesburton AOS. Proposed Status: Proposed preferred area put forward in the consultation process. Southern Parcel: Stansted Grange (Farm) - 370m (E) Heigholm Hall – 130m (W) In total there are 1,826 dwellings within 2km, 721 of which are within 1km of the Nomination Site. Access to Site Access onto Starcarr Lane via an existing private road (Hempholme Lane). Highway improvements required This proposed minerals working site could generate a significant increase in the level of traffic movements on the adjacent public highway network. A Transport Assessment will be required, especially with regard to the increase in vehicle turning movements at the junction with Star Carr Lane, which may need to be improved to provide a right turn holding Page 4 of 9 Rev0_16.06.14 lane as a result of this development. Heigholme Lane, the private access road serving this development (which is also a Public Right of Way) would need to be widened and improved to accommodate two-way traffic movements and retain a means of access for pedestrians. The existing vehicular access serving the development should be widened and improved to accommodate two- way traffic movements and the turning requirements of service vehicles at the junction with Star Carr Lane. Swept Path Analysis drawings will need to be submitted detailing the features on the adjacent public highway and showing the turning manoeuvres of heavy goods delivery vehicles entering and leaving the site. Visibility for the drivers of emerging vehicles will need to comply with the requirements of the Highways Agency’s ‘Design Manual for Roads and Bridges’ (1992) for the current 60 m.p.h. speed limit. A Traffic Speed Survey will be required in support of any proposal to reduce the visibility splays below the recommended levels. Parking, loading, off-loading and manoeuvring facilities should be provided within the site curtilage. Nearest watercourse / floodplain Barff Drain flows through the site Environment Agency Flood Risk Zone The southern parcel of the site is within Flood Zone 3. The northern parcel of the site is within Flood Zone 1. Public Right of Way Yes – to the east of the site. Page 5 of 9 Rev0_16.06.14 LANDSCAPE CHARACTER ASSESSMENT Character Area: Character Area 18B: Quarry Farmland, bordering:- Character Area 19C: North Holderness Open Farmland; and Character Area 19D: Central Holderness Open Farmland. Quality: Good overall, with areas of high quality linked to the upper reaches of the River Hull Headwaters (northern end of Character Area 18A). Other designations in this landscape character type that are linked to landscape character are open areas identified in the Local Plan to maintain separation between settlements, as at Foston on the Wolds and Seaton and Sigglesthorne. The ecological importance of the area is recognised by national and local designations. The River Hull Headwaters is a habitat protection area. Capacity: The effect of gravel extraction can be seen and has resulted in the development of uncharacteristic recreation sites such as caravan parks. However, these sites do tend to be less visible in the landscape and do not appear to have extensive visual envelopes. Sensitivity: This low lying generally open landscape has a tranquil character that is sensitive to change as a result of built development. Mineral extraction is characteristic of the area south and east of Brandesburton. Restoration schemes have introduced water bodies to the area that have contributed to recreation and ecology. Landscape Character Area 18B, Quarry Farmland has low sensitivity to continued mineral extraction.
