Detailed Expenditure Performance of the District Assembly ........................................................... 20 5 INTRODUCTION Section 92 (3) of the Local Government Act 1993, Act 462 envisages the implementation of the composite budget system under which the budget of departments of the District Assembly would be integrated into the budget of the District Assembly. The District Composite Budgeting System would achieve the following amongst others: a. Ensure that public funds follow functions to give meaning to the transfer of staff transferred from the Civil Service to the Local Government Service. b. Establish an effective integrated budgeting system which supports intended goals, expectation and performance of government at the local levels; c. Facilitate harmonized development and introduce fiscal prudence in the management of public funds at the MMDA level In 2011, Government directed all Metropolitan, Municipal and District Assemblies (MMDAs) to prepare for the fiscal year 2012, Composite budgets which integrated departments under Schedule I of the Local Government (Department of District Assemblies) Instrument, 2009, (L.I. 1961).
