Since we cannot prevent the coming of many natural hazards but can reduce their harmful effects through proper management, so that the loss of life and property can be minimized. It simply means planning of various steps to reduce the aftermath of a disaster, effective planning response system, planning rehabilitation and also preparing disaster resilient communities in our very own layman language. Flooding incidents in urbanized catchments and low-lying areas are of great public concern and anxiety, and their economic impact is severe. Apart from well-known flood prevention strategies, new approaches to the accommodation of floods are needed to create robust and sustainable solutions that enable us to cope with the ever-increasing pressure on flood-prone areas and the uncertainties created by climate change. Flood Management is a multidisciplinary approach including subjects like spatial and urban planning, flood resilience, flood risk perception and preparedness and flood forecasting. Some of the major steps of flood disaster management are flood forecasting, reduction of runoff, reducing flood peaks by volume reduction, reducing flood levels and protection against inundation. It is important that people are aware of the flood risk in the area in which they live. Information that would be disseminated may include: the fact that some areas are at risk from flooding, the months when the flood could occur, the likely frequency of flooding, the likely depth of flooding, the rate of rise of the flood and the sequence of flooding including, for example, the areas that flood first and the duration of flooding. This Flood Control Order has included the information of Central Flood Control Room,early warning system and helplines along with control rooms that will be established by different departments, to help the people promptly without any delay. Besides it, roles and responsibilities of different departments have been included in the Order with advance knowledge of each department to be prepared for discharge of the role of their respective department. The endemic spread of Covid-19 has posed a challenge and the district administration has evolved a strategy by involving different stakeholder. An effective system of incident command, identification and establishment of shelter homes, coordination and cooperation with NGOs and volunteers is now well at place and this system would be effectively utilised to tackle the flood situation in the district if need arises. District administration is well prepared and has made all necessary arrangements to tackle any situation posed by flood or heavy downpour. It is a complete code of the flood management in the district documenting earlier history of flood or excess water in the rivers, impact of flooding and behaviour of the different rivers, pattern and distribution of rainfall in the district in the last decade.Schemesof flood protection, bundhs and drains, flood preparedness of different departments who have specific and important role in management of flood or heavy downpour that resulted intoaccumulation of water in low lying areas. This Flood Control Order has complete and elaborateinformation on Flood control rooms, Early Warning Systems and different helplines that will make the people well informed and address each and every grievance of the inhabitants of the district. Institutional mechanism and resource inventory both equipments and humans has been prepared and included into the Order for the benefit of the officers and head of departments to create an effective and efficacious coordination amongst themselves.
