Confidential. i Broadview Project Baseline Socio-Economic Study Executive Summary SNC-Lavalin Inc. (SNC-Lavalin) completed a Baseline Socio-Economic Study to support the Environmental Impact Assessment (EIA) for Canada Golden Fortune Potash Corporation’s (CGFPC) Broadview project, a proposed one million tonne per year greenfield potash solution mine. This report describes available socio-economic data, including demographics and land use. The Broadview Project is located on CGFPC’s KL 280 potash lease (KL 280) centered approximately 120 km east of Regina. The lease is within the Rural Municipalities of Chester (RM No.125) and Kingsley (RM No.124), with the RMs of Wolseley (RM No.155) and Elcapo (RM No.154) located immediately north of KL 280. The closest towns to the lease are Broadview and Grenfell (9.5 km northeast and 10.4 km north of the edge of the lease respectively); while the closest village and hamlet are Glenavon and Peebles (3.0 km southwest and 6.8 km south respectively). The study area, which includes RMs within a 50 km radius from the KL 280 lease boundary, is home to over 16,000 people and includes the RM’s of Chester (RM No.125), Elcapo (RM No. 154), Fertile Belt (RM No.183), Fillmore (RM No. 96), Francis (RM No. 127), Golden West (RM No. 95), Grayson (RM No.184), Hazlewood (RM No. 94), Indian Head (RM No. 156), Kingsley (RM No. 124), McLeod (RM No. 186), Montmartre (RM No. 126), Silverwood (RM No. 123), Wawken (RM No. 93), Willowdale (RM No. 153), and Wolseley (RM No. 155). Regina is the closest major population center with approximately 215,000 people. The regional economy in Saskatchewan is heavily dominated by the resource sector with mining and petroleum representing 21% of Saskatchewan’s GDP. Agriculture is also an important part of the economy, and the main crop production in the area includes winter / spring wheat, canola, mustard, durum, oats, lentils, peas, barley, and canary seed. Land cover within KL 280 is largely agricultural, with cultivated cropland comprising 77.5% of the landscape. With the exception of the City of Regina, police services within the study area are supplied by the Royal Canadian Mounted Police (RCMP). The nearest hospital is located in the Town of Kipling, and emergency (first responder medical) services are located in most nearby communities. Small fire departments, often volunteer based, are located in most nearby communities with agreements in place to assist each other in the case of larger emergencies. Most of the surrounding communities have schools. The study area is home to over 230,000 people (including the City of Regina). The population of the study area experienced lower than average growth (-1.7% between 2011 and 2016) as compared to the provincial population growth (6.3%). Individuals between 25 and 64 years of age in the study area have education levels similar to provincial education levels (88.4% with a minimum of a high school diploma/equivalent as compared to the provincial average of 87.8% with a minimum of a high school diploma/equivalent). Unemployment rates within the communities and RM’s in the study area are generally lower than the provincial average of 7.1%. Common occupations in the study area include sales or service occupations (23.4%), business, finance and administration (17.5%), and trades, transport and equipment operators (15.3%). Confidential. ii Broadview Project Baseline Socio-Economic Study The KL 280 is located within Treaty Boundary No 4. The boundary covers most of southern Saskatchewan and extends into western Manitoba and southeast Alberta. First Nation communities in the area are members of the File Hills Qu’Appelle Tribal Council, Prince Albert Grand Council, Agency Chiefs Tribal Council, Yorkton Tribal Administration, or are Unaffiliated First Nations. First Nation communities engaged for the Broadview Project include Cowessess, Carry the Kettle Nakoda, Flying Dust, Kahkewistahaw, Ochapowace and Sakimay. Cowessess First Nation TLE land occurs within the southeast corner of KL 280. KL 280 is located within the boundaries of Métis Nation of Saskatchewan Eastern Region III, and is in proximity to Métis Nation Eastern Region IIa. No traditional land use areas have been identified in KL 280, however, this does not mean that there has been no traditional use of the land in the past. CGFPC will continue to engage with Indigenous groups that may be affected by the project to obtain their views on the traditional use of the land within and adjacent to KL 280.
