Hull Core Strategy - Contacts List (as at July 2011) Introduction This report provides details about the contacts made during the development of the Hull Core Strategy. It includes contact made at each plan making stage, as follows: • Issues and Options – August 2008 • Emerging Preferred Approach – February 2010 • Core Strategy Questionnaire – September 2010 • Spatial Options – February 2011 • Core Strategy Publication Version – July 2011 A list of Hull Development Forum members (as at July 2011) is also enclosed. This group has met over 15 times, usually on a quarterly basis. The report also sets out the specific and general organisations and bodies that have been contacted, in conformity with the Council’s adopted Statement of Community Involvement. Your views should be returned to us by the 5 September, 2008 by using the form provided. In particular, could you respond to the following key questions: 1. Explain if you think there are other options and why they are needed? The document is very much the product of a considerable amount of work undertaken by key stakeholders as part of a new ‘front loaded’ plan making system, launched by the Government in 2004. This work has involved numerous people on ‘technical’ working groups in helping underpin the Core Strategy – in understanding major challenges facing the city and potential solutions. We have produced evidence which explains the housing, employment and retail market challenges we face, alongside flooding risks. We have taken a steer from a Sustainability Appraisal assessment. There is more work to be done including the completion of an Open Space and Ecology Audit. We are in discussions with others about producing an Infrastructure Study. We have yet to start a Housing Land Availability Assessment although have good information to support our current approach to delivering housing in Hull. We have also engaged with some of you through the Hull Development Framework Forum as a way of sharing expertise and in helping guide the preparation of a new broad plan or Hull Core Strategy. Minutes and workshop notes from these events are available to view from the Council web site by following the link to Planning Policy. It is impossible to invite every single person with an interest in the future of the city to such events but we have worked on the basis of the Forum being representative of - 2 - economic, social and environmental interests. There are about 70 members of the Forum and we get good attendance for each meeting. I would like to express my thanks for those who have taken the time to attend. Your steer and involvement has been extremely helpful as a ‘sounding board’ to our work. We have spent some considerable time engaging with Elected Members of the city through local Area Committees, Planning Committee, Cabinet and Housing Scrutiny Commission, as well as the Local Strategic Partnership. This too has proved crucial in developing broad understanding about future policy direction and challenges facing the city from a strategic and local perspective. We have also been meeting with individual companies and organisations, or our partners (Hull Forward and Gateway), in explaining our approach. We have also been working with our neighbouring Authorities. These all involve people who are critical to the future of the city in making the most difference over the coming years. We have gleaned a lot from discussions including understanding future potential opportunities. We need to understand more about the nature and focus for delivery of these opportunities. In time we will develop a Delivery Programme to show what will happen on the ground, where and when, and who should take responsibility for delivery. We have produced a Report on Engagement which summarises what we have done to date in terms of working with others. This is available on the Council web site at http://hullccconsult.limehouse.co.uk/portal/planning/csdpd/csio. The evidence base which has been finished is also available to view on line. The web site address is www.hullcc.gov.uk/ but you will need to follow the links through from ‘Planning Policy’. We are at a cross roads in terms of developing a future broad plan for the city. We have summarised the evidence base and put forward key ‘spatial’ (or place related) issues and options for tackling these. We need your views on these suggestions along with your preferences. This will help us prepare a more ‘policy specific’ document called a Preferred Option, anticipated for a Spring 2009 publication, although we might also move toward a Submission Draft document sooner (because the Government has revised the rules to allow us to do this). We will consider which approach is most appropriate taking into account our capacity and need to have another consultation stage, alongside progress in preparing the evidence base and the nature of responses we get back from this stage of the process. Please note that the Core Strategy can not be ‘site specific’ and covers major strategic issues and options. Could you please ensure your comments reflect the nature and aim of the document? Any site specific detail will be part of a separate Site Allocation Development Plan Document. An investment programme is being devised to take forward the options and preferred option under development. In time this will show long term commitments to investment in our city. Charges - 5 - sought cover the cost of printing or CD production only, plus postage and packing. As part of our evidence base, we have also produced a Sustainability Appraisal. This is a key feature in the way the Core Strategy has been developed. This is also available for you to comment on. You might also like to take part in the production of the Core Strategy. We have an established Hull Development Framework Forum who meet on a regular basis. The current membership includes key city stakeholders and those delivering change in the city.
