The Ontario government has announced a 35-year plan to reduce phosphorus levels in the lake to 44 tonnes a year from the current 72 tonnes a year. The article, by Mario Vittone, says drowning is almost always a quiet event — a drowning person has a reflex action that does not permit shouting or waving for help. The main clue is that a drowning person cannot talk. Ask the person if they are OK; if there is no answer, take emergency action.
