MEMORANDUM DEPARTMENT OF FACILITY SERVICES COUNTY OF PLACER TO: BOARD OF SUPERVISORS DATE: APRIL 19, 2005 FROM: THOMAS M~LBERT RICljl~~ SUBJECT: USE AGREEMENT FOR THE DONNER LAKE RIM TRAIL ACTION REQUESTED/RECOMMENDATION: Approve the use of Park Dedication Fees in the amount of $23,951 for construction of portions of the Donner Lake Rim Trail at Donner Lake State Park and authorize the Chairman of the Board to execute the Use Agreement. BACKGROUND: The State Department of Parks and Recreation, in partnership with the Truckee Donner Land Trust and the Serene Lake Homeowners Association, is requesting $23,951 of Park Dedication Fees to assist in the construction of portions of the Donner Lake Rim Trail. In 2002, the Truckee Donner Land Trust purchased approximately 1,975 acres of land, called the Schallenberger Ridge Property. The Land Trust then transferred this land to California State Parks for expansion of Donner Lake State Park. A large portion of the proposed Donner Lake Rim Trail will run through Schallenberger Ridge. The cost estimate for construction is $151,200. A copy of the Use Agreement is available for review at the Clerk of the Board's Office. The Donner Lake Rim Trail will be a 25-mile long, multi-use trail encircling the ridges above Donner Lake. When completed, the Donner Lake Rim Trail will link downtown Truckee and trails leading north and south in Granite Chief Wilderness and the proposed Castle Peak Wilderness. Supporters for this project include the Truckee Donner Recreation and Park District, the Town of Truckee, the United States Forest Service, the Sierra Club, the Tahoe Donner Association, hiking, equestrian and mountain bike groups. On October 11, 2002, the Placer County Parks Commission recommended approval of the requested Park Dedication Fees for this project. ENVIRONMENTAL CLEARANCE: The California State Parks will provide all the CEQA compliance for sections completed. FISCAL IMPACT: The available fund balance of Park Dedication Fees in Recreation Area #16, Serene Lakes Area, is $48,490; therefore if this request were approved, there would be no impact upon the County General Fund.
