(b) The Civil Aviation Act of Bhutan 2016 empowers the Head of Authority to develop rules and regulations based on the policy guidelines issued by the Minister with respective to the use of airspace, and air navigation facilities and service under Section 59. (c) In accordance with section 66 of the Civil Aviation Act of Bhutan 2016, the Head of Authority, in the interest of civil aviation safety, shall make traffic rules and regulations concerning Unmanned Aircraft System, Balloons, Paragliding and other flying objects, amongst others. (d) The Authority shall have a Board of Directors consisting of five members including the Chairperson from relevant agencies and Head of the Authority shall serve as a Ex officio Member Secretary of the Board. (e) The Board authorizes the Head of Authority the Bhutan Civil Aviation Requirements/ Standards (BCAR), Manuals, Technical Guidance Materials, developed in line with the BANRs and ICAO requirements. (f) The Bhutan Air Navigation Regulations is developed in line with the ICAO SARPS in order to facilitate compliance of Rules and Regulations. 1.2 Rules of Construction 1.2.1 Wording (a) Throughout these regulations the following word usage applies: (1) Shall indicate a mandatory requirement.
