Letter from the Chair J. William Fulbright Foreign Scholarship Board Having met with many Fulbrighters in the time I have served on the J. William Fulbright Foreign Scholarship Board, I am struck by how the Fulbright Program not only increases mutual understanding among the peoples of the world, but also provides a conduit for Fulbrighters to build a better world. Within these pages of the 45th J. William Fulbright Foreign Scholarship Board Annual Report, I am pleased to share with readers how Fulbrighters are “Building a Better World.” Fulbrighters around the globe are going beyond their immediate subJect matter of interest, and surroundings of the host institution, to broader interests and the larger community by participating in activities that are improving lives and livelihoods. U.S. Fulbright Scholar alumnus Bernard Van Wie of Washington State University continues to work with Nigerian colleagues he connected with from his Fulbright grant to increase understanding and use of technology in teaching engineering courses there. Humphrey Program alumnus Yusmadi Yusoff, elected to Malaysia’s Parliament, was inspired by host American University’s human rights activities, and plans to launch the first public interest law center in Malaysia. U.S. Fulbright Student alumnus Rachel Weeks took her research on the fair trade garment industry in Sri Lanka and turned it into a fashion company based there that specializes in university wear and supplies such clients as Duke University. The ways in which Fulbrighters are communicating today to build a better world are remarkable. What started out as one-to-one exchanges have been re-invigorated by the one-to-many exchanges facilitated by advances in information technology, from email to webchat to Short Message Service blasts to blogs to social networking. Information technology is already making an impact on how Fulbrighters communicate with each other to build a better world. The Fulbright Program has kept up with the times and continues to demonstrate its dynamism. Its responsiveness to the changing times is evident in the fact that, even as we observe 60th and 50th anniversaries, we report on new or enhanced agreements in East Asia and the Pacific, Europe and Eurasia, South and Central Asia and the Western Hemisphere as well as the newly launched Distinguished Fulbright Awards in Teaching Program. Senator Fulbright wrote in The Price of Empire that “Fostering these—leadership, learning, and empathy between cultures—was and remains the purpose of the international scholarship program that I was privileged to sponsor in the U.S. Senate over forty years ago.” Those words inspire and resonate throughout this year’s annual report. PRESIDENT BARACK OBAMA MEETS WITH PRESIDENT OF GHANA AND FULBRIGHT ALUMNUS In July 2009, President Barack Obama traveled to Ghana. In Accra, he met with President John Evans Atta Mills and addressed Parliament in a speech entitled “A New Moment of Promise,” where he laid out his vision for human rights and democracy in Africa’s future. President Mills, inaugurated in January 2009, was a Fulbright Visiting Student at Stanford Law School in Palo Alto, California, in 1971. H. E. FULBRIGHT ALUMNA RENÉE FLEMING PERFORMS AT PRESIDENT OBAMA’S INAUGURAL EVENTS Renée Fleming, a 1984-1985 Fulbright Student to Germany, performed at President Barack Obama’s Inaugural “We Are One” Concert in Washington, DC. Ms. Fleming sang with the U.S. Naval Glee Club “You’ll Never Walk Alone,” performing the song from the Rodgers and Hammerstein’s musical Carousel . The concert took place at the Lincoln Memorial two days before the January 20 Inauguration of the new President. In 2008, Ms. Fleming was awarded the Polar Music Prize. The Prize was founded in 1989 and is awarded annually by His MaJesty, King Carl XVI of Sweden, in recognition of exceptional musical Renée FleminG performs at the 2009 InauGural openinG ceremony “We Are One” concert at the Lincoln Memorial. achievements in the advancement and creation of music. PRESIDENT OBAMA HAILS EXCHANGES AT TOWN HALL WITH STUDENTS IN TURKEY President Barack Obama held a town hall meeting on April 7, HEADLINES & NEWS 2009, with 100 university students (both Turkish and international exchange students) at Mimar Sinan University’s Tophane-i- Amire Cultural Center in Istanbul, Turkey. President Obama engaged students on a variety of issues. The event was streamed live on the Internet and broadcast on several Turkish TV stations. The President said, “Turkey and the United States have a long history of partnership and cooperation. Exchanges between our two peoples go back over 150 years. President Obama engaGes students in Turkey and the online world. We’ve been NATO allies for more than five decades. We have deep ties in trade and education, in science and research…As President, I’d like to find new ways to connect young Americans to young people all around the world, by supporting opportunities to learn new languages, and serve and study, welcoming students from other countries to our shores. That’s always been a critical part of how America engages the world.” PRESIDENT OBAMA DELIVERS SPEECH ON A NEW BEGINNING IN EGYPT The centerpiece of President Obama’s five-day visit to the Middle East and Europe in June 2009 was his speech on U.S. relations with the Muslim world on June 4 at Cairo University. The President said, “On education, we will expand exchange programs, and increase scholarships, like the one that brought my father to America...At the same time, we will encourage more Americans to study in Muslim communities. And we will match promising Muslim students with internships in America; invest in online learning for teachers and children around the world; and create a new online network, so a young person in Kansas can communicate instantly with a young person in Cairo.” !'!(!Ayi vtu!Tpuyh uv!7h q!6hy!Sr !!!!!!!!!!!!& SECRETARY OF STATE HILLARY RODHAM CLINTON’S EUROPEAN VISIT ENGAGES EXCHANGE PARTICIPANTS AND ALUMNI On March 6, 2009, Secretary of State Hillary Rodham Clinton participated in a town hall meeting with young professionals and interns working at European Union institutions, the North Atlantic Treaty Organization and various organizations in Brussels, Belgium. In cooperation with the Department of State’s International Information Programs, the town hall was broadcast via webcast to 34 U.S. Embassies that each hosted their own events with U.S. government-sponsored
