FACILITIES ACQUISITION PROGRAM This program is a financing tool offered each year to all members of the Texas Council. The program allows centers to combine their financing requirements and issue low-cost, tax-exempt municipal bonds to provide money needed for expansion. Proceeds from the bond sale can be used by the centers to construct new facilities, purchase existing facilities, refinance high-rate loans, renovate facilities, or purchase major equipment.
