Patron Member Newsletter Dear Members This week more news and Views and bids Grants and funds in conjunction with our sponsors KPI DEVELOPMENT Limited. Over 3,000 people are contacted with this Free Newsletter every week and we have another BUMPER EDITION of 65 pages. Ok what a week well lots going on so here we go just back from the Great Asian Apprenticeship Awards in Birmingham. This week I will be Dartford, Central London and East London as we go forward we will be building bigger and more in depth funding News for you every week from page 6 onward. Wednesday I was very pleased to be involved with the Leonard Cheshire Event at the Houses of Parliament when Lord Shinkwin introduced forward plans for the Charity. https://www.leonardcheshire.org/ Our strategy 2017 — 2022 In March 2017, we agreed our new strategy of ‘Supporting Journeys towards Independence’. It provides a renewed and unifying purpose for all of us. Staff, volunteers and supporters, working together with the people we serve, will use the new strategy to drive everything we do, from daily activities to large multi-year initiatives. In delivering our strategy we have three priorities: 1. Support through community We will support people living with disability as they choose how to live, learn and work in their communities. Our ambition will be achieved by pursuit of three themes: • Live Supporting individuals to live life as they decide whether independently, in a modern assisted living or residential care setting, with easy access to local shops and leisure activities, getting involved in their community however they wish, and being in control of the support they receive. • Learn Supporting children with disability into education in Asia and Africa, and young people with disability everywhere as they acquire confidence from volunteering experiences and IT skills. 1 Newsletter & Bids 48 2018 02/12/2018 Bumper Edition! Patron Member • Work Supporting adults with disability as they develop their chosen careers through education, work experience and internship opportunities, and in progressing into employment or entrepreneurship. 2. Impact through partnership We will grow our impact through effective partnerships with organisations that share our values and aims. This includes businesses, not-for-profits, DPOs, governments and global agencies. 3. Influence through insight We will use insight from those we serve, research findings and innovative programmes to influence positive change for people living with disability around the world. Ok Lots of ESFA News the Education and Skills Funding Agency is clamping down on employers who fail to pay the 10 per cent co-investment fee for apprentices, by withholding completion payments from providers. A change to a calculation in the agency’s funding software will enforce the new rule from early next month, which will see nearly 20 per cent of the total apprenticeship cash held back until employer payments are up-to-date. It means that up to £4,860 of ESFA funding, 90 per cent of £5,400, would be withheld if the apprenticeship price is at the highest upper funding band of £27,000, for example. https://feweek.co.uk/2018/11/30/government-software-to-withhold-up-to-4860-apprenticeship- completion-payment-until-employers-pay-their-share/ No news on the change to 5% yet maybe April. Fears are growing over the creation of a postcode lottery for adult learners, leading one devolved area to seek special treatment from the Department for Education, FE Week can reveal. From August 2019, more than £600 million of the £1.5 billion adult education budget will be devolved to the seven mayoral combined authorities. However, these authorities will only be able to fund students who live within their boundaries. Guidance on AEB devolution, published last month, confirms there will be “no direct reciprocal agreements between the Education and Skills Funding Agency and any mayoral combined authority or Greater London Authority arrangements to fund residents who travel to learn across boundaries from devolved areas to non devolved areas, or vice versa”. This change could have a big impact on the number of learners accepted by colleges inside the seven devolved areas – Cambridgeshire and Peterborough, Greater Manchester, Liverpool City, Sheffield City, Tees Valley, West Midlands and the West of England – and London, as well as the institutions 2 Newsletter & Bids 48 2018 02/12/2018 Bumper Edition! With the prospect of colleges and providers being forced to check postcodes at enrolment, and out of area learners being turned away, FE Week has taken a closer look at the reality of devolved funding. These resources are available both online and as downloadable zip files - so flexible whatever your requirements. Yes the RoATP is opening up for New Providers on the 12th of December 2018 and ALL existing providers must be on the RoATP register by September 2019 The RoATP is opening up for new providers on the 12th of December 2018 and ALL providers delivering apprenticeship training must be on the RoATP by August 2019. Only providers that meet the tougher register requirements can access government funding; these are: • All organisations delivering apprenticeship training must be on the RoATP. By August 2019, it will be a funding rule requirement for all subcontractors delivering apprenticeship training to be listed on the RoATP including those delivering less than £100k a year as a subcontractor. • Main providers and employer providers must directly deliver apprenticeship training. Employers and providers that only want to operate as a subcontractor will need to apply to become a supporting provider. • Providers not currently listed on the RoATP and want to be an apprenticeship training provider may apply when the RoATP re-opens for applications from 12 December 2018. • As the register is now open throughout the year, with no closing date, providers only need to apply at the point they are ready to deliver. • All providers currently on the RoATP will have to go through the new process; they will invite them to re-apply in phases during 2019 • Supporting providers (subcontractors) can only receive funding of up to a maximum of £500,000 per year, and this is limited to £100,000 in their first year if they have no recent 3 Newsletter & Bids 48 2018 02/12/2018 Bumper Edition!
