Proceedings of the Director of Health Services, Thiruvananthapuram Present: Dr.Ramesh.R Estt. – Health Services Department - Final seniority list for the selection of Medical Officers to various specialities under speciality cadre who entered in service upto 31.12.2020 and acquired PG qualification upto 31.12.2020 – Published - Orders issued – Read:- 1) G.O.(P) No.69/2010/H&FWD daed.17.02.2010. 2) G.O.(Ms) No.33/2021/H&FWD dt.14.02.2021. 3) This office order of even no.dated.26.04.2021 Order No.ES7-581/2021/DHS dated.02.06.2021 As per order read as 3rd paper above, a provisional seniority list of Medical Officers working under General cadre and Administrative cadre who entered in service up to 31.12.2020 and acquired PG qualification up to 31.12.2020 was published by inviting options for placement as Junior Consultants to various specialities under Speciality Cadre. Several appeals were received in response to the provisional list published. As clause (9) of Kerala Health Services (Medical Officers) Special Rules, 2010 published vide order read as 1st paper above, “Placement shall be given only after declaration of probation in feeder category in General cadre, However Government will have power to give relaxation to this rule, in case sufficient number of post graduate qualified candidates are not available for placement in the respective speciality.” As clause 12 (i) of Kerala Health Services (Medical Officers) Special Rules, 2010 published vide order read as 1st paper above, “Seniority in feeder category in General cadre on the date of passing of the speciality qualification shall be the criterion for placement in Speciality cadre. In the case of those entering with Speciality qualification also seniority in feeder category in general cadre shall be the criterion for placement in Speciality cadre.” All the options received from the medical officers have been scrutinized and separate provisional seniority lists are prepared in each speciality for those medical officers who have successfully completed probation and for those who have not completed probation and is published herewith. This is only to ensure that placement will be given to all medical officers who have successfully completed probation. First priority will be given to those medical officers included in List I who have successfully completed probation for placement as Junior Consultant. Seniority is assigned as per clause 12(i) of Kerala Health Services (Medical Officers) Special Rules, 2010 published vide order read as 1st paper above. The date of entry in service is taken for reckoning seniority for those medical officers entered in service with PG qualification. The date of acquiring PG qualification is taken for reckoning seniority for those medical officers who have acquired PG qualification after entering service. Separate seniority list of Junior Consultants in each speciality will be prepared by including those Junior Consultants entering in service through Kerala Public Service Commission by direct recruitment for further promotion in their respective specialties. The options received from those medical officers who entered in service during the year 2021 are excluded from the list. Government vide order referred 2nd cited have deleted some specialities and included new specialities in the Kerala Health Services (Medical Officers) Special Rules, 2010. Hence options received under Radiodiagnosis/Radiotherapy speciality, Blood Bank/Clinical lab cadre, Transfusion Medicine cadre, P H Lab cadre are not included in this seniority list.
