A three-member Gender Analysis Team comprised of USAID/Power Africa staff and a gender expert from USAID’s Management Support and Technical Assistance Services (MSTAS) conducted the analysis. The analytical approach was developed in accordance with USAID’s gender equality framework1 and the Power Africa Monitoring, Evaluation and Learning (ME&L) framework. The analysis was initiated with a literature review of studies and programs on gender and energy that have been carried out in Nigeria, Sub-Saharan Africa (SSA), and internationally. The literature review informed the design of field research, which included 39 Key Informant Interviews with representatives from the Nigerian power sector, civil society and government, with diverse views and experiences in Abuja, Lagos and Ibadan. Interviews also included representatives from multilateral and bilateral institutions. Additionally, a review of key policies was undertaken to better understand the enabling environment for gender equality in the Nigerian power sector. Findings were applied to develop a set of recommendations that can be utilized by USAID to inform the design of high impact energy and gender programming through interventions under NPSP and other Power Africa activities. Findings and Recommendations The lack of a reliable and affordable supply of electricity impacts every facet of life in Nigeria.
