It also includes enrollments in remedial/developmental courses for Academic Year 2018-2019. Fall-term enrollments provide a “snapshot” of Illinois higher education enrollments on the 10th day, or census date, of the fall term. It should be noted that two colleges, Brisk Rabbinical College did not respond to the survey and was therefore excluded from the report. Preliminary fall 2018 enrollments by sector Including enrollments at out-of-state institutions authorized to operate in Illinois, fall 2019 preliminary headcount enrollments at degree-granting institutions total 720,215 (see Table 4 for institutional level data). Fall 2019 FTE enrollments total 541,187. Enrollments by sector are shown below in Table 1. Table 1 Preliminary Fall 2019 Enrollments By Sector Undergraduate Graduate Sector Headcount FTE Headcount FTE Public Universities 130,612 120,710 51,172 43,633 Community Colleges 271,426 157,615 Independent NFP Institutions 128,574 124,754 83,055 63,083 Independent For-Profit Institutions 31,171 18,555 16,914 7,784 Out-of-State Institutions 4,830 3,438 2,461 1,615 Grand Total 566,613 425,072 153,602 116,115 Total remedial/developmental students Table 2 summarizes unduplicated headcount of undergraduate students enrolled in at least one remedial/developmental course during a 12-month period (Academic Year 2018-19). Many students simultaneously enroll in college-level coursework and one or more remedial/developmental courses and are included in this data. Remedial/development course enrollment data disaggregated by sector and institution are presented in Table 5. 324 Table 2 Total Remedial/Developmental Enrollment in Academic Year 2018-2019 Sector Total Public Universities 6,222 Community Colleges 59,188 Independent NFP Institutions 3,524 Independent For-Profit Institutions 5,260 Out-of-State Institutions 291 Grand Total 74,485 Table 3 summarizes the percent change in the preliminary headcount and FTE from 2018 to 2019. These differences are based only on those institutions that responded to the survey both years, so the changes reflected here are actual changes in enrollment patterns and not due to the response rate to the survey from one year to the next, nor do the changes reflect institutional closures. Undergraduate enrollment declined in all sectors with the largest declines in the out-of- state and community college sectors and the smallest decline in the independent not-for-profit sector. Graduate enrollment increased in all sectors for both headcount and FTE enrollments, except for the independent not-for-profit sector where year over year enrollment change was mixed and mostly flat.
