Notice of Request for Proposals TITLE: Roadside Toll Collection System Request for Proposals ISSUING DATE: March 18, 2021 ISSUING AGENCY: Kansas Turnpike Authority CONTACT PERSON: Shauna Guyle, Procurement Coordinator 1.1. Background and Purpose The Kansas Turnpike Authority (KTA) provides 236 miles of high-quality Kansas transportation from the Kansas-Oklahoma border to Kansas City, Kansas. The KTA does not receive state or federal tax funds but instead relies on tolls to maintain and improve the facility. As a user-fee supported roadway, it is crucial to KTA’s operations that payment be received in a timely manner. In FY20, approximately 35 million travelers used the Turnpike. Today, nearly 63% of transactions are made through the K-TAG electronic toll collection program. Another 2-3% of transactions are billed as video-enforced transactions when a valid compatible transponder is not detected in an electronic-only lane. KTA is requesting written Technical and Price Proposals from qualified Proposing contractors (“Proposers”) interested in providing a Cashless Tolling Roadside Toll Collection System (RTCS), and associated Maintenance for the Kansas Turnpike. The Project will allow for Transponder and image-based transactions and will integrate into the existing KTA Customer Service Center (CSC) Back Office System (BOS). KTA staff and consultants provide management oversight for the existing Kansas Turnpike and for future KTA projects from three main facilities: The KTA Headquarters, the CSC, and the Incident Management Center (IMC). KTA Headquarters The headquarters for the KTA staff are in the KTA Headquarters located at 9401 E. Kellogg Dr., Wichita, KS 67207. Customer Service Center (CSC) Operations Current CSC Back Office and Operations are conducted at the KTA CSC, located 9401 E. Kellogg Dr., Wichita, KS 67207. The function of the Customer Service Center (CSC) is to provide customer-facing activities such as account management services and customer call and walk-in services.
