Page 34 Minutes of the Hilton Parish Council Planning Committee on Tuesday 2nd February 2021 at 7:30pm via Zoom Present: Cllr G. Barradell (Chair), Cllr P. Balicki, Cllr R. Collard, Cllr K. Dunk, Cllr A. Goodridge In attendance: The Clerk & RFO – N. Webster and 4 parishioners. Meeting commenced 19:32 1. To receive any apologies for absence and any declarations of interest No apologies were received. Cllr S. Walker was absent. No declarations of interest were received. 19:33 Meeting closed to allow comments from parishioners A parishioner advised that he had already placed an objection with HDC to state that there were issues with flooding, visual intrusion, ecology, traffic and road safety, appropriateness, need, property value and compliance with the local plan. A parishioner commented to state that he does not see how the housing needs for Hemingford can be considered for this location. 19:39 Meeting re-opened 2. To consider any planning applications received including – 2.1 – 20/00164/OUT - Land West Of Wychwood, Church End, Hilton, PE28 9NJ - Outline Application for Rural Exceptions Housing for up to 18 Dwellings with all matters reserved, except access. – Application amended to include consultation with Hemingford Grey and Hemingford Abbots regarding their housing need. Cllr G. Barradell proposed that the planning committee continue to recommend this application for refusal based on the same reasons as the previous objections, with the addition of a paragraph to state that “We don’t agree that a need identified in Hemingford Grey or Hemingford Abbots could be addressed by rural exception housing in Hilton”, Cllr K. Dunk 2nd, all Cllrs in favour. It was resolved that the planning committee continue to recommend this application for refusal based on the same reasons as the previous objections, with the addition of a paragraph to state that “We don’t agree that a need identified in Hemingford Grey or Hemingford Abbots could be addressed by rural exception housing in Hilton”. 3.
