HACKLETON PARISH COUNCIL MINUTES OF THE ORDINARY PARISH COUNCIL MEETING HELD AT 7.30pm ON TUESDAY 5th JANUARY 2016 IN THE ANNEXE OF HACKLETON VILLAGE HALL. PRESENT: Parish Council: Chairman Cllr E Kilpin, Vice-Chairman Cllr P Heap, Cllr G Tobutt, Cllr G Ward, Cllr S Harris, Cllr J Clark, Cllr F Jacobs, Cllr T Anderson and Cllr R Hawkesford. Also present were the Clerk (Mrs A Palmberg), County Councillor Michael Clarke, Cllr Bob Atkinson and 2 residents. 001/16 OPENING PROCEDURES a) Apologies for absence – Cllr L Nash b) Declarations of interest – None c) Approval of the minutes Members agreed the minutes from the Ordinary meeting held on 1st December 2015. Cllr Ward proposed that the minutes be approved. The proposal was seconded by Cllr Jacobs and the vote was unanimously in favour of the proposal. 002/16 Public Time a) To receive comments from members of the public attending the meeting. None 003/16 Reports a) Police – No update b) County Councillor Cllr Clarke advised the Parish Council that The County Council’s 2016/17 budget is currently out for consultation. Parishoners are encouraged to go on to the NCC website and record comments on what they approve/disapprove of. The challenge on “disapprove” is to allocate the proposed saving to another cost centre; one which is not under budgetary pressure. The global saving required to deliver a balance budget is £77m. This figure has been increased by a further £9m due to the Revenue Support Grant being less by that amount than NCC Finance Officers had estimated we would receive. The bottom line amounts to an increase of £42 per annum for a Band D Council Tax property levied by the County Council. It amounts to 3.95%.The District Council element has been frozen, so the total Council Tax bill effective from 01.04.14 should show an increase of approximately 3.95%. As a key priority, I have tried to protect the Highways maintenance budget as far as is possible. This is the most important service delivered by the County Council to residents in the Hackleton and Grange Park division. Cllr Hawkesford enquired where most of the cuts would be felt and Cllr Clarke responded that social care is by far the service most affected. Cllr Clarke added that some local bus services would be reduced considerably, however this would not apply to commercial bus services such as the No. 14. District Councillor Those residents who travel into Northampton via the B526 will have noticed that the development undertaken by Morris Homes Limited at Wootton Fields in well underway. Phase 1- consisting of 19 houses has now been completed and occupied. With this occupation an order called a S106 Agreement is automatically triggered which releases a tranche of funding supplied by the developer to various agencies, these include Highways Agency, Education Department, NHS, etc. One which is of interest to Hackleton Ward is that of monies for 'Off Site Sports Pitches' which incorporates the Recreation / Sports ground next to the school. The amount released and up for distribution under this heading is approximately £36,000 some of which can be requested by our parish council. In this respect I have been in contact with Hackleton Parish Council to help in facilitating a share of these monies to upgrade the sports field in any way they see fit. I am also hoping to set up a procedure to make the S106 funding drawdown requests easier by using the same system as when Community Funding is requested which is done through the Grants Panel, this is currently being assessed by South Northants Council and hopefully will be up and running within the next 4 months. 004/16 To discuss and consider the Budget for the fiscal year 2016/2017 Cllr Harris presented the proposed Budget for 2016/2017 which will be fully approved at the next Ordinary Meeting in February. Cllr Ward enquired about the path improvement at the cemetery as it has not been included in the Budget. Members RESOLVED: It was agreed that Cllr Ward would get quotes. Members RESOLVED: To agree and approve the future employment of a Groundsman at Longland Meadow at the February meeting. 040116 Page 1 005/16 To consider the Precept demand for the fiscal year 2016/2017 Members RESOLVED: It was agreed that the Precept would remain the same as for 2015/2016 at £48,000. Cllr Heap proposed that the Precept be approved. The vote was seconded by Cllr Harris and the vote was unanimously in favour of the vote. 006/16 To discuss the increasing problem with dog fouling. Mr Friendship-Taylor advised the Parish Council of concerns regarding dog bags being disposed of in his black bin as well as left outside neighbour’s gate. Members RESOLVED: Chairman Kilpin suggested putting a separate item in Forum magazine where continuous offenders would be “named and shamed”. Members RESOLVED: Cllr Atkinson to enquire about erecting a CCTV camera which could be acquired through SNC. Members RESOLVED: It was agreed that the Clerk would drop off some “dog fouling” literature with Mr Friendship-Roy. 007/16 To discuss and agree on monies from Old Hackleton Youth Club. Members RESOLVED: It was agreed that the Chairman would contact Mr Frank Treworrow to enquire how to proceed. 008/16 To discuss Preston Deanery Bus Shelter. Cllr Tobutt advised the Parish Council that there may be a cheaper alternative. Members RESOLVED: It was agreed that Cllr Tobutt would get quotes. 009/16 Planning Members RESOLVED: It was agreed to omit the Planning report from the agenda in future but that the report would continue to be available on monthly minutes. a) To receive the planning report.
