The LAG area represents a completed geographical and functional unit, defined by common history, identical natural features and internal social cohesion. Local Development Strategy TOTI LAS focuses primarily on the exploitation of the endogenous potentials of the area, which represent a good basis for the sustainable development of the area. It is prepared on the basis of needs, desires and expectations of the inhabitants of the area. The strategy is based on the following advantages and opportunities: - quality and recognizable offer of diverse products (wine, fruit, honey and culinary), based on the natural features and tradition, well preserved and diverse natural and cultural heritage in connection with traditional events, possibilities for creating new (green) jobs link with agriculture (local self-sufficiency), tourism and nature conservation and sustainable use of natural resources, the development of civil society and the development of innovative forms of social economy. Key principles that are reflected in the strategy : cooperation and stakeholder’ integration, innovation and sustainability of solutions and social inclusion. Strategic goal : Increasing employment opportunities, improving the development of the area, improve the quality of life and the attractiveness of the area and increase the social inclusion of vulnerable groups. 1.2 Definition of the area and population The territory of TOTI LAS composed municipalities Maribor and Kungota as a complete entity and meets the criteria, necessary for successful joint local development. The municipality of Kungota was once part of a large city municipality Maribor and is still connected to it in the area of public administration, infrastructure, economy, daily migration, culture, education and many other areas. The rural part of the Municipality of Maribor has the same characteristics as the settlements in the Municipality of Kungota. The population of these areas is facing the same problems, but also has development opportunities. Apart from everything else, we must not forget a very specific topics that closely connects both municipalities and offers unique opportunities for the development of the local community. In both municipalities it is developed and emphasized viticulture by culinary tradition. Also, the area is recognizable by many (also) international events: festivals, sports, cultural and ethnological events. In Maribor is growing the oldest vine grape in the world – STARA TRTA, one of the most attractive tourist destination in Maribor, but in the settlement Špičnik / Svečina in the municipality of Kungota we can now be found an internationally recognized heart among vineyards, among locals known as "Dreisiebner's sweetheart." Picture 1: The oldest vine grape in the world Picture 2: Dreisiebner's sweetheart, Kungota – STARA TRTA, Maribor 1.2.1 General geographical characteristics of the TOTI LAS area Municipality of Maribor Maribor, which is the second largest city in Slovenia and the regional center, has a very favorable position on the crossroads of important European routes along the Drava River, between Pohorje, Kozjak and Slovenske gorice, between the Drava valley and Dravsko polje. The advantage of the location is the good traffic (road and rail) connection of Maribor with the rest important cities such as Ljubljana, Zagreb and Graz. At the beginning of the 12th century, the area of today's Municipality of Maribor was part of the border area of the Franciscan countries. In order to control the entrance to the Drava valley before the Hungarian invasions, they are on today's Pyramid a castle, a castle that is first mentioned in document on October 20, 1164 as castrum Marchburch. Today, Maribor is economic, financial, administrative, educational, cultural and commercial center of North-Eastern part of Slovenia with a number of institutions of national importance. Maribor is also university place. Prior to Slovenia's independence, Maribor was an economically developed city, which was a wave of bankruptcies a major blow to the market economy. Nowadays, the most of the city's income is brought by retailers activities and metal processing industry. In Maribor lives 111,842 inhabitants in the area of 147.5 km2. In the LEADER / CLLD area is the suburb of Maribor in the size of 109.85 km2 and 16.504 inhabitants.* Municipality of Kungota The municipality of Kungota was founded in 1994 and lies in the hilly western part of Slovenske gorice. Sunny areas are covered with vineyards and orchards, plains with fields and forests. In this rural municipality live on an area of 49 km2 4.793 inhabitants, most of them in rural areas, and a part in solid settlement. It extends north of the city of Maribor and in the east it borders the municipalities of Šentilj and Pesnica, in the north at eighteen kilometers, with the Republic of Austria. *Source: Statistical Office of the Republic of Slovenia. The settlement of Zg. Kungota is a natural center of the Upper Pesnica valley, which was formed at the junction of the stream and the Pesnica River. Zg. Kungota is the municipal center with central social functions and the head of the municipal administration. The main part of the economy of the municipality is agriculture (especially viticulture, fruit growing and some of livestock production) tourism, trade, other services and a smaller craft business activity. Recently, few new industrial enterprises and smaller companies have been established. The municipality itself is one of the less developed municipalities, most of the settlements lie in demographically endangered area. The public economic structure in the municipality is moderately developed. The settlements of the Kungota Municipality are: Ciringa, Gradiška, Grušena, Jedlovnik, Jurski vrh, Kozjak nad Pesnico, Pesnica (in Kungota), Plač, Plintovec, Podigrac, Rošpoh (Kungota), Slatina (Kungota), Slatinski dol, Spodnje Vrtice, Svečina, Vršnik, Zg. Kungota, Zg. Vrtice, Špičnik. 1.2.2 TOTI LAS area The area of the TOTI LAS Local Action Group covers the area of the Municiality Maribor and the Municipality of Kungota. Municipalities belong to the administrative unit Maribor and the administrative unit Pesnica. The entire LAG area measures 196.5 km2 , representing 9.06% of the territory of the Podravje region, or 0.97% Slovenian territory (including the urban settlement Maribor). There are 116,635 inhabitants (including the urban settlement of Maribor) throughout the LAG area. The urban settlement of Maribor, which has 95,338 inhabitants, is excluded from the LAG area . The TOTI LAS area has, with an excluded urban settlement Maribor, 21,297 inhabitants. Each region is unique, and almost each one stands out in some way or another. On the other hand, in many ways they are also similar. One in four residents of Slovenia was living in the Osrednjeslovenska statistical region, half of persons in employment living in the Zasavska statistical region were working outside the region. Most tourist arrivals were recorded in the Gorenjska statistical region, while most overnight stays were recorded in the Obalnokraška statistical region. Picture 5: Statistical regions – Slovenia* Picture 6: Natural increase and net migration* 2.2 Population Podravska region The Podravska statistical region had 16% of Slovenia’s population in 2016. The largest town in the region is Maribor. Its name comes from the Drava River and includes land on both banks along its course through Slovenia as well as the Pohorje mountains in the northeast of the region. The Drava is used for the production of hydroelectricity and the fertile land around it is used for agriculture. The share of job vacancies in all available jobs is among the highest in Slovenia and the region has a positive net migration rate but a very high natural decrease, which means an overall decrease in the population. The share of people aged 0 –14 was the second lowest (13.6%). Compared to the previous year, in 2016 the population slightly decreased. The share of children born to unmarried mothers was among the highest (68%). The share of deaths before 65 years of age was the third highest in the country (19.6%). The share of people aged 25–64 years with tertiary education (25%) was below the national average and the share of students from the region studying in the Osrednjeslovenska statistical region was the lowest (21%).
