Engagement around the West Yorkshire and Harrogate Sustainability and Transformation Partnership Jill introduced her role as Engagement Manager for the STP. She explained the STP partnership approach and how we are trying to work as a collective to do things once as a whole system. She announced that the collection of organisations, ‘STP’, is now known as the Health and Care Partnership (HCP). The HCP is currently working on a next steps document which will be shared. There is also a West Yorkshire wide engagement mapping document as well as a timeline and at a glance document (West Yorkshire wide) which details the HCP engagement priorities – a very helpful tool. Some of the 9 priority workstreams are in full flow e.g. Stroke: where currently commissioners are looking at a potential model and the engagement already carried out will feature into the modelling. Once a draft model is designed, more engagement will then take place. The Stroke engagement will be detailed in a paper at the ‘11 CCGs meeting’ which is streamed live and the public can also attend. The workstream for Maternity services has started. Leeds has done a lot of engagement already in this area which has been fed into the West Yorkshire collaboration. A new HCP website will shortly be going live and is currently hosted on Wakefield CCG website. They also have a twitter handle. Jill also informed the group of the West Yorkshire and Harrogate HCP Patient Assurance Group. The engagement team is looking at how it can expand the group to reflect a more social care aspect which will then offer the HCP more assurance. Jill explained that they are currently looking at developing role descriptions for volunteers to sit on ‘programme priority area groups’ (9 priorities) – there is also another workstream called “harnessing the power of communities”. This is to ensure that the third sector has a voice in the partnership and within this work stream there are 4 strands. 1) Asset based community 2) How to involve third sector 3) Change the conversation 4) Carers Jill assured the group that the communications and engagement teams, West Yorkshire wide, meet regularly and communicate by email. Ali Potts asked about the range of stakeholders. Jill explained the difference between partners and stakeholders. Partners are the commissioners, providers and other statutory organisations. Stakeholder basically covers everyone else - including community groups, MPs and staff. There would be a different way of communicating with this group, as opposed to the engagement structure with partners. Anne Heeson was concerned that she would still continue to receive emails once the website changed. Jill confirmed that the website should not change that method of communication. PPG Update Adam updated the group on the PPG event which is taking place at Elland Road on Friday 20 September. The day will cover: PPG landscape across Leeds PPG’s expectations Resources available What do good PPG’s look like/barriers Adam explained the importance of PPG’s and that the day will be talking about whether we should develop a PPG network. For the PPGs, any new network would need to give added value to the individual groups and it would be important to reflect on the individual views. One Voice Update Permission to merge the 3 CCGs is currently with NHSE and a decision was awaited. The public needs to be advised of developments and kept informed but there was no statutory requirement to undertake a formal consultation as it is being handled as a management change and not a service change. Once a decision is made, an action plan will be drawn up and there will be one Governing Body from the 1 April 2018. In respect of patient involvement beyond April 2018, it would be important to hear representations from every part of the Leeds Metropolitan area. The NHS in Leeds would be under real pressure during the Winter of 207/2018 and to assist the A&E Department there will be a GP based there to handle primary care cases arriving in the Department. Work is ongoing to improve access to GPs and it is expected that the GP landscape would look very different in the next 3 to 5 years. Leeds still struggles to manage the late diagnosis of cancer and work is ongoing to improve the timescale as well as looking at the better management of ‘long term conditions’ and support for carers. Much of this has been introduced under the heading of ‘New Models of Care’ which is now known as ‘Live Well Leeds’. In the future it was quite possible that engagement with patients and the public would be through the 13 ‘Neighbourhood Networks’ which would facilitate better holistic care. Through ‘One Voice’ there was one combined ‘Winter Plan’ for the City rather than each statutory organisation working in a silo. Anne Heeson raised concerns about the GP panels and how these would impact patients. Helen to talk to primary care to get their view. Moneer Shariff highlighted that there were 3 million volunteers in the NHS and this should be celebrated. A link to the spreadsheet, HCP website and PPG event flyer would be sent to all members.
