Produced annually by the Estates Property & Space Management team, this is designed to keep senior leaders across the School appraised on the current state of the estate. During 2018/19 things were relatively quiet on the property front. The couple of transactions that do stand out were the loss of Evans Cycles (went into administration) at High Holborn, a considerable amount of work on the Residences estate, the opening of the Shaw Café (our vegan café on Kingsway) and the lease end of the NatWest bank which provides the School with an opportunity to enhance the campus entrance. However, on the capital development and space management front, 2019 has seen the completion of the School’s largest ever development; the £125m Centre Building. This has positively impacted on our metrics for property condition, freehold ownership and percentage of student, teaching and academic space (see page 3). This building completion has in itself generated a whole series of decants, moves and refurbishments across the estate, commonly known as Phase 1 of the School’s Accommodation Plan. The following Departments and functions have moved into the newly completed building: Departments of Government, International Relations, European Institute, School of Public Policy, Directorate and the International Inequalities Institute. The building factsheet can be found on page 58. Apart from providing more space and modern state of the art facilities, the main impact of the Centre Building will be the significant increase in provision of student social learning space and improved communication and connectivity across campus, with the long awaited re-opening of Houghton Street and new Public Square taking centre stage. The Centre Building firmly delivers on the main two tenets of our Estates Strategy: creating a world class estate commensurate with our academic reputation and creating a ‘university quarter’ in this part of the City. In terms of staffing, we have recently lost Matt Boyd to the commercial sector and we are in the process of recruiting a replacement. Matt is another Estates Division success story having joined us as a property intern after graduating from the LSE in 2014. We sent him on a post graduate course in real estate surveying and he then subsequently qualified as a chartered surveyor. In the intervening five years we have benefitted from an excellent member of staff who has undoubtedly contributed to the success and high standing of the Property & Space Management team. 1 The total floor area of the School’s Aldwych estate now stands at 132,500 m2 with the addition of the Centre Building, but excludes the Marshall Building (under construction) and 35 Lincoln’s inn Fields (currently leased to the Royal College of Surgeons). Having achieved the re-brigading of Departments into the Centre Building, the team has worked to backfill the decanted space in accordance with Phase One of the Accommodation Plan; Phase Two now follows with many feasibility studies and much planning underway. The Plan supports LSE 2030 Priorities through seeking to deliver world-class digital and physical facilities, investing in the teaching, learning and social spaces and creating an outstanding executive education and conference environment. The local property market has continued to be buoyant with only a small amount of space coming to the market; whilst this creates issues when seeking additional accommodation, it also has the positive impact of a firm asset value for our estate which is now estimated at £1.4billion. With office rates in Midtown now at £85 psf, this gives further impetus to our strategy of moving out of leasehold accommodation and into our freehold estate, saving significant recurrent costs along the way.. This handbook is distributed to members of the School Management Committee (SMC), Finance and Estates Committee and LSE Council and Heads of Department.
