The extent of coopera- tion among the GCC states also directly impacts American national security given the U.S. interest in enhancing regional stability, protect- ing the free flow of energy, and confronting a variety of threats emanat- ing from the Middle East. This study should be of interest to policymakers and scholars of the GCC, a regional organization comprised of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. For poli- cymakers, the report provides a framework for understanding political, economic, and security dynamics within the GCC, an expectation of future developments, and policy recommendations for securing U.S. interests. For scholars of the Arab Gulf, the report addresses gaps in the literature as GCC cohesion is an underexplored dimension in regional analyses. We seek to move beyond the basic observation that the GCC is not a monolith to better understand what unites and divides its mem- bers. This study also tackles GCC cohesion from a variety of disciplin- ary perspectives, examining current and future political, economic, and security trends out to 2025. Ages of GCC Heads of State ...................................... 44 vii Summary The cohesion of the Gulf Cooperation Council (GCC)—defined here as the ability of the six GCC member states to act together or in paral- lel—is a major determinant of the influence of these strategic partners. As the United States seeks to enhance regional stability, protect the flow of energy, and confront threats emanating from the Middle East, GCC cohesion stands as a variable that could either advance or under- mine U.S. interests. Adjusting to the highs and lows of GCC cohesion is nothing new for U.S. policymakers. What is new is the extent of GCC regional activism, including military interventions, as its leaders perceive a weakening U.S. commitment to the region. While we disagree with this perception given the significant and continuing U.S. political and military commitment to the Gulf region, the perception of U.S. aban- donment is nonetheless animating policies among the GCC states and cannot be dismissed. Many GCC leaders interpret the U.S. withdrawal from Iraq in 2011, the announced “pivot” to Asia, the approach toward the Arab Spring, the nuclear agreement with Iran, and limited U.S. intervention in Syria as an American betrayal of their interests. This changing context raises the stakes of U.S.–GCC engagement. The current U.S. approach for adapting to the variable nature of GCC cohesion seeks to pursue bilateral and multilateral exchanges in a way that maintains flexibility. Thus, the annual U.S.-GCC strate- gic dialogue and 2015 Camp David Summit with GCC leaders are interspersed with bilateral exchanges. In terms of concrete policy ini- tiatives, these span multilateral endeavors, such as joint ballistic mis- sile defense, as well as bilateral endeavors, such as individual free trade ix x The Outlook for Arab Gulf Cooperation agreements (FTAs). This report supports the continuation of that approach while suggesting several areas where multilateralism could be usefully expanded. These include providing incentives to the GCC to avail themselves of the ability to purchase defense material as a bloc, exploring the possibility of providing U.S. training to the GCC’s Pen- insula Shield Force (PSF), and considering whether the U.S.–negoti- ated bilateral trade and investment frameworks can be scaled up into a multilateral investment treaty. The relative cohesion of the six GCC states varies considerably based on underlying conditions and the policy choices made by the GCC states, regional states, and extra-regional powers. In periods of high cohesion, the GCC states—Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates (UAE)—are aligned on the major issues of the day and cooperate to enhance their overall capa- bilities. In periods of low cohesion, the member states are prone to working at cross-purposes and infighting can manifest itself in open rifts. Standing together in the face of Iraq’s missile attacks during the 1990–91 Gulf War and rallying around the Al Khalifa monarchy during the 2011 uprising in Bahrain represent high-water marks in GCC cohesion. Cooperation during these periods fell short of “all for one, one for all” but demonstrated the GCC’s commitment to col- lective security even when that commitment entailed risk and cost. Conversely, the GCC “cold war” of 2013 and early 2014—in which individual member states cultivated different clients in Egypt, Libya, and Syria, culminating in Bahrain, Saudi Arabia, and the UAE with- drawing their ambassadors from Qatar—represents a low point in GCC cohesion. In this episode, shared interests lost out to individual member states attempting to maximize their influence in a transition period. We argue that the degree of GCC cohesion varies over time but that intra–GCC cooperation operates within a band that includes
