EPA Export 26-07-2013:12:50:29 Kerry County Council – Waste Water Discharge Licence Application for Glenbeigh Agglomeration. ___________________________________________________________________________________ Assessment of Impact on receiving Surface or Ground Water Watercourses The Behy River which flows through Glenbeigh rises in the Mullaghnarakill Mountains and flows to Rossbehy Creek. It is not tidal as far upstream as the Behy Bridge however. The Behy River discharges into the Rossbehy Creek which forms part of Dingle Bay. Rossbehy Creek forms part of the Castiemaine Harbour Special Protected Area (SPA), National Heritage Area (NHA) and candidate Special Area of ConservatIon (cSAC). Kerry County Council has water quality data from grab samples taken from the Behy River at three of the five Environment Protection Agency (EPA) water quality monitoring points upstream of the existing waste water treatment plant outfall. One of the monitoring points is located at the Behy Bridge. The Kerry County Council records date between 15th September 1996 and 22r August 2002. The results of the sampling indicate levels of Molybdate Reactive Phosphorus ranging between <0.005 and 0.048mg/I. The most recent EPA data dates back to June 2004. The results of the EPA monitoring programme Indicate that the river has a Q ratIng of 4-5. Aquafact International Limited took four kick samples from the Behy River in spring and summer 2006. Two of the samples were taken upstream of the proposed WWTP outfall and two samples were taken downstream of the proposed WWTP outfall. Assimilative Capacity Receiving waters should have a capacity to assimilate effluent discharges without showing signs of pollution. The receiving water for the proposed Glenbeigh Sewerage Scheme is the Behy River. It is desirable that any effluent discharge to the Behy River should not; • increase the BOD5 level by more than 1mg/I; • increase the overall BOD5 to more than 3mg/I; • increase the Ortho Phosphate level to more than 0.03 mg/I; • increase the Ortho Phosphate level Forby inspection more thanpurposes 0.010mg/I. only. Based on the discharge standards described above and the assimilative capacity of the 95%ile flow in the Behy River we can see that there is a dilution capability of approximately 1:61 for a RE of 3,000 in the river, the increase in the BOO5 level is less than 1 mg/I. However Ortho Phosphate levels are above recommended guidelines. This is after phosphate levels in the treated effluent are reduced to 1mg/I through tertiary treatment. It should be noted that the impact of orthophosphates on water quality is considered to be more accurately assessed using average or median river flows. This is because orthophosphates impact over a long period of time. If the average flow of 164,000 m3/day for the Behy River is used, then the increase in orthophosphates would be less than 0.005mg/I. The Non-ionized Ammonia levels in the Behy River are above the levels required by the 1988 Freshwater Fish Regulations after discharge. Therefore full nitrification of Ammonia and Nitrogen related compounds will be required within the extended aeration plant.
