4 Year Work Plan by District for FYs 2015 - 2018 Overview Section §201.998 of the Transportation code requires that a Department Work Program report be provided to the Legislature. Under this law, the Texas Department of Transportation (TxDOT) provides the following information within this report. Consistently-formatted work program for each of TxDOT's 25 districts based on Unified Transportation Program. Covers four-year period and contains all projects that the district proposes to implement during that period. Includes progress report on major transportation projects and other district projects. Per 43 Texas Administrative Code Chapter 16 Subchapter C rule §16.106, a major transportation project is the planning, engineering, right of way acquisition, expansion, improvement, addition, or contract maintenance, other than the routine or contracted routine maintenance, of a bridge, highway, toll road, or toll road system on the state highway system that fulfills or satisfies a particular need, concern, or strategy of the department in meeting the transportation goals established under §16.105 of this subchapter (relating to Unified Transportation Program (UTP)). A project may be designated by the department as a major transportation project if it meets one or more of the criteria specified below: 1) The project has a total estimated cost of $500 million or more. All costs associated with the project from the environmental phase through final construction, including adequate contingencies and reserves for all cost elements, will be included in computing the total estimated cost regardless of the source of funding. The costs will be expressed in year of expenditure dollars. 2) There is a high level of public or legislative interest in the project. 3) The project includes a significant level of local or private entity funding. 4) The project is unusually complex. 5) The project satisfies a time sensitive critical need of the department related to safety, system connectivity, a hurricane evacuation route, reconstruction of a large infrastructure facility, or other similar need. 4 Year Work Plan by District for FYs 2015 - 2018 For additional information on the projects shown on this Work Program report please use the web links listed below for the different types of transportation projects. Data extracted on October 2014 for both Major Projects and other district projects. 4 Year Work Plan by District for FYs 2015 - 2018 Tips on Reading Report: The Award FY column represents the fiscal year of when the design-build contract or construction contract has been awarded by the Texas Transportation Commission. o If the value shown is prior to Fiscal Year 2015, it means that the project has been awarded and may be under construction. o If the project does not contain a value for this field, it means that funding has not been secured for this project. The Agency works on unfunded projects to develop “projects on the shelf” in hopes of having additional funds to carry some of the projects forward to letting and also to backfill for projects that are accelerated during a given fiscal year. For Major Transportation Projects the following are potential values for the Status column: o Environmental Clearance In Progress o Received Environmental Clearance o 100% Plans Completed o ROW Coordination Completed o Utility Coordination Completed o Award of Construction Contract (Comprehensive Development Agreement) o Completion of Construction The progress of a major transportation project will be tracked and evaluated in accordance with §16.202 of Chapter 16 (relating to Reporting System for Delivery of Individual Projects) based on benchmarks for planning, implementation, and construction of the project and timelines developed for that project. The status shown is the last benchmark achieved on the project (see definition section below for additional information). 4 Year Work Plan by District for FYs 2015 - 2018 Tips on Reading Report (continued): For other district projects the following are potential values for the Status column: o Programmed o Design Plans Started o 30% Plans Completed o 60% Plans Completed o 100% Plans Completed o ROW Coordination Completed o Utility Coordination Completed o Received Environmental Clearance o Award of Construction Contract o Completion of Construction The status shown is the last benchmark achieved on the project (see definition section below for additional information). Projects that show a status of Programmed and scheduled in Award FY 2015 typically have a short project development cycle and will quickly move from Design Plans Started to Award of Construction Contract. 4 Year Work Plan by District for FYs 2015 - 2018 Useful Definitions: Status definitions of Major Transportation Projects: 1) Environmental Clearance In Progress – environmental clearance has not been granted, yet in progress. 2) Received Environmental Clearance - environmental clearance is received once all issues have been identified and addressed, public involvement has been conducted, coordination with other agencies has been completed, and all necessary permits have been obtained. The duration of these activities varies depending on the complexity of the project and the location of the project. 3) 100% Plans Completed - the construction details have been fully developed and drafted, including the development of specifications needed for the project 4) ROW Coordination Completed - ROW coordination is complete when right of way needed for construction has been identified and mapped, appraisals have been performed, and acquisition has progressed to the point that remaining activities would not delay construction. 5) Utility Coordination Completed - utility coordination is complete when all conflicts with existing utilities have been identified and relocation plans have been coordinator with the utility owner(s) such that remaining activities would not delay construction. 6) Award of Construction Contract (Comprehensive Development Agreement) – award of contract has been granted by Texas Transportation Commission. 7) Completion of Construction – construction project has been accepted by TxDOT. 4 Year Work Plan by District for FYs 2015 - 2018 Useful Definitions (continued): Status definitions of other district projects: 1) Programmed – project has been authorized for project development and award letting fiscal year projected. 2) Design Plans Started – design on the plans has started. 3) 30% Plans Completed - the basic geometry of the project has been developed. This includes the width of the roadway along with the location and grade of the roadway. For simple paving projects, this milestone may not be applicable. 4) 60% Plans Completed - the roadway and drainage design are basically complete, although not yet drawn in detail. Right of way and utility coordination have been started (if applicable). 5) 100% Plans Completed - the construction details have been fully developed and drafted, including the development of specifications needed for the project. 6) Received Environmental Clearance - environmental clearance is received once all issues have been identified and addressed, public involvement has been conducted, coordination with other agencies has been completed, and all necessary permits have been obtained.
