First Police Officer of the National Department of Public Security, Ministry of the Interior, assigned to the National Guarantor as independent public body. Educational background: (5 lines maximum) - Degree in Political Sciences at University of Padua (Italy), 2003. - PhD in Social Policy and Local Development at the University of Teramo, Italy, (2007). - Master in Management and Politics of the Public Administrations at the LUISS University of Rome - School of Government in collaboration with the National School of Administration (2015). - Advanced training course in "Sciences of Security" at the Faculty of Law of the University of Rome "La Sapienza" (2019). Current position/function: (5 lines maximum) Head of the Unit "Deprivation of Liberty and Migrants" and, ad interim, Head of the Unit "Deprivation of Liberty by the Police Forces" at National Guarantor for the Rights of Persons Detained or Deprived of Liberty. He’s in cherge for the coordination of the Units regarding: a) Visits to the detention facilities for migrants (repatriation centers, hotspots, air, land and sea border zones; b) Monitoring forced return operations; c) Visits to the law enforcement holding cells nationwide. Main professional activities: (10 linee max) He has participated in many monitoring visits carried out by the National Guarantor to different penal institutions and to police security rooms in Italy, drafting reports to the relevant authorities. As head of unit of the National Guarantor, he has visited all the administrative detention facilities for migrants in Italy, including hotspots and borders facilites, drafting the relevant thematic reports addressed by the National Guarantor to the Ministry of Interior. He has conducted a conspicuous number of forced return operation monitorings, drafting of quarterly reports on the monitoring of forced return flights. He's a member of the European Pool of Monitors. He has collaborated in the preparation of the National Guarantor’s 2017, 2018, 2019 and 2020 Annual Reports to the Italian Parliament. Other main activities in the field relevant to the mandate of the Subcommittee on Prevention of Torture: (10 lines maximum) In 2007/2008 he was permanent consultant at Ministry of Justice, Secretariat of the Under - Secretary of State as expert in prisoners and former prisoners reintegration’s policies at national and local level and for the management of the projects financed by the European Union relating to prisoners’ education, employment, vocational training and security. From 2003 to 2010, he was member of the National Board of the Antigone Onlus per i Diritti e le Garanzie nel Sistema Penale, NGO, an Italian non-profit association operating for the guarantees of prisoner’s rights and in the penal law. In 2005, he coordinated the activities aimed at creating the Antigone Study and Documentation Center (www.associazioneantigone.it) giving birth and implementing several research projects on the subject “prison and punishment” in Italy and in Europe. In 2006 and 2007, he held the function of national and regional observer on the conditions of detention in Italy by carrying out visits to various penal institutions.
