Appendix 3 – Detail of the network wide review and Phase 3 schemes. To inform Phase 3, the Council has commissioned three pieces of analysis: 1) a review of all education sites to asses suitability for the ‘school street’ approach 2) a process of defining all our residential neighbourhoods with a unique identifier and a review of through traffic levels in each 3) A high-level feasibility assessment into opportunities for rapid improvement of our defined priority cycle network. It is proposed that schemes identified through the three workstreams set out above will now form Phase 3 of the Hounslow Streetspace programme, and be incorporated into the council’s longer-term transport strategy. The three workstreams are now discussed in turn. 1) Review of educational establishments We have undertaken an assessment of all educational establishments in the borough, with a high level review of the likely suitability for a ‘school street’ arrangement. This has revealed that just over 40% of schools (40 of 91 counted) have or will be covered by a school street arrangement by the end of Phase 2 (up from only 2 at the beginning of 2020). Of these, 18 have been implemented,11 are pending implementation, and 11 are in development stages. The high level analysis has revealed that it should be feasible to implement a further 18 school streets and these are proposed as part of Phase 3. For the remainder there is the possibility of other types of intervention, such as Red Route parking and waiting controls, to improve road safety around the school entrances. This is generally because the schools are located on major roads where traffic can’t be restricted. However, school streets could be implemented as part of other schemes following further investigation and this could include red route restrictions or access restrictions on residential streets close to the school to better restrict parent parking above and beyond use of school keep clears. In some cases other restrictions are in place already so it may not be appropriate to introduce school streets as well. This defines all residential roads and provides an assessment of the likely level of through traffic movements. It is provided as Appendix 3, Attachment A. This analysis shows a significant proportion of residential areas experiencing through traffic have been identified through Phases 1 and 2. However a number of additional zones are also noted as requiring further investigation. These include the following, though note that not all areas will necessarily have feasible interventions possible. The council has previously identified a network of 15 priority cycle routes that connect local centres in the Borough to each other and beyond. Note: routes such as Cycleway 9 and the highlighted leisure routes have not been examined as part of this review. Figure 1 – Priority Cycle Network The following route summaries include an outline description, indicative delivery programme (Quick win = 1-3, Medium-term = 3-6 years and Long- term = 6+ years) and a high-level estimated cost (where preceding work has not been completed this is based on experience of similar schemes. It should be noted that costs may vary significantly depending on preferred infrastructure approach, statutory undertakers’ equipment, approvals, etc.). Route 1: Feltham - Heathrow Feltham Town Centre + Longford River path (to Ruskin Avenue): cycle infrastructure schemes due for completion in 2020-21. Ruskin Avenue: Quietway treatment and wayfinding – Quick win (£10k) Longford River: Heathrow-related scheme currently paused (details TBC). Route 2: Feltham - Ashford Hawkes Road + Westmacott Drive + Bedfont Lakes Country Park: Quietway treatment and wayfinding – Quick win (£10k) Bedfont Road: Carriageway widening scheme to allow safer cycle crossing using a cycle-friendly island into Bedfont Lakes Country Park – Medium term (£200k) Bedfont Lakes Country Park: Quietway treatment and wayfinding – Quick win (£10k) Clockhouse Lane: Shared pedestrian and cycle path suggested as an option to address spatial constraints associated with narrow carriageway and railway bridge – Long term (circa £2m).
