REPORT OF ACTIVITIES In-Residence Programme for Inspired Teachers 2016 23 - 29 April 2016 at Rashtrapati Bhavan, New Delhi, India S. Venkata Krishna Kumar Associate Professor of Architecture 30 April 2016 IN-RESIDENCE PROGRAMME FOR INSPIRED TEACHERS 2016, 23-29 APRIL 2016 !1 REPORT OF ACTIVITIES Report on the In-Residence Programme for Inspired Teachers 2016 23-29 April 2016 at Rashtrapati Bhavan, New Delhi Rashtrapati Bhavan has been hosting In-Residence Programmes which were envisaged to encourage the creative and innovative potential of people and open up Rashtrapati Bhavan for greater participation and involvement of citizens in its activities. Two schemes were launched by the Hon’ble President on 11 December, 2013 to welcome ‘writers and artists’ and ‘innovation scholars’ to stay in Rashtrapati Bhavan. The In-Residence programme for Inspired Teachers was instituted by the Honourable President of India at the annual Conference of Vice Chancellors of Central Universities on February 5, 2015. Similar programmes exist for writers, artists, grass root innovators and NIT students. The In-Residence Programme was later extended to students and teachers of Central Institutions of Higher Learning. The first batch of Inspired Teachers from Central Universities participated in the In-Residence Programme at Rashtrapati Bhavan during 06 -12 June, 2015. So far, around 90 scholars have attended various In-residence Programmes at Rashtrapati Bhavan. The In-Residence programme for the second batch of Inspired Teachers from remaining central universities / institutions was held from 23 – 29 April, 2016 at Rashtrapati Bhavan. Mr. S. Venkata Krishna Kumar, Associate Professor of Architecture was nominated by the Competent Authority of SPA Vijayawada for this programme. IN-RESIDENCE PROGRAMME FOR INSPIRED TEACHERS 2016, 23-29 APRIL 2016 !3 REPORT OF ACTIVITIES The Inspired Teachers, during their weeklong stay at Rashtrapati Bhavan, were given to interact with the Honourable President of India, various Union Ministers and senior Government officials as well as visited private Universities in the Delhi-NCR. They also participated in various activities of Rashtrapati Bhavan. Omita Paul, OSD to the Honourable President of India presented a Report on Rashtrapati Bhavan as below: RASHTRAPATI BHAVAN SMART TOWNSHIP 1. The Rashtrapati Bhavan is the office-cum-residence of the President of India. Designed by Edwin Landseer Lutyens, this building of over 80 years has 340 rooms. The Rashtrapati Bhavan along with its precincts together comprises the Rashtrapati Bhavan Estate, which is spread over an area of 335 acre having about 1,500 dwelling units with a population of 5,000 persons. The Rashtrapati Bhavan was declared a Grade-I Heritage Building under the Delhi Building Byelaws, 1983 by the New Delhi Municipal Council in October 2009. For us at Rashtrapati Bhavan, a smart township means a ‘humane’, ‘hi-tech’ and ‘heritage’ township which ensures an enhanced quality of life that contributes to the happiness and wellbeing of its residents. Our focus has been on sustainable and inclusive development and to create a replicable model which may act as an example for other aspiring townships. This has led us to the identification and implementation of the following smart solutions: (A) Improving the infrastructure o Adequate water supply; o Assured electricity supply; o Sanitation, including solid waste management; o Internal mobility which is non-polluting and eco-friendly; o Accommodation for all employees; IN-RESIDENCE PROGRAMME FOR INSPIRED TEACHERS 2016, 23-29 APRIL 2016 !8 REPORT OF ACTIVITIES Steps taken: Water and Waste management a) A Sewage Treatment Plant with a daily capacity of 20 lakh litres was inaugurated by the President on June 8, 2015, having been built in a record time of 15 months. It has the capacity to meet two-third of the water requirement for horticulture in the Estate. b) Sprinkler and drip irrigation system is being installed in a phased manner. A major portion of the campus will be covered by March 2016. This system will save water up to 40 percent as compared to traditional methods. c) An effective management system for segregation of waste for their disposal and vermi-composting of bio-degradable matter is fully functional. d) A dashboard based system for water, energy, security and waste management is under implementation as part of the Smart City pilot project. Housing a) To provide transit and guest accommodation, Peacock Serviced Apartments comprising eight 1-BHK and another eight 2-BHK apartments were constructed in a record time of 7 months and inaugurated on Jul 25, 2014. b) The Guest Wing of RB and the guest house at 2 MTC have been restored. c) A recreation club to hold social functions by the employees, along with guest accommodation, has been set up. d) 100 residential quarters for class-IV employees were renovated in accordance with the principle of ‘Green Buildings’. IN-RESIDENCE PROGRAMME FOR INSPIRED TEACHERS 2016, 23-29 APRIL 2016 !9 REPORT OF ACTIVITIES e) 50 new residential quarters have been constructed under a re- development plan. 72 apartments in a Twin Tower Residential Complex at G’ Point behind Dr. RML Hospital is under construction and is scheduled for completion by end of this year. Internal mobility a) To improve physical fitness and reduce pollution levels, 100 yellow bicycles have been placed for point-to-point movement at designated entry gates for use by the campus residents. b) Battery-Operated cars / buggies have been introduced for internal use. (B) Improving governance o Good governance, especially e-Governance and resident participation; o Robust IT connectivity and digitalization; o Opening up and sharing the Rashtrapati Bhavan with the citizens of the country in line with the thinking that the Rashtrapati Bhavan belongs to the nation and the people at large; Steps taken: a) This living heritage was thrown open to the people of India three years ago. Since then, more than 20 lakh people have visited the Rashtrapati Bhavan and its Gardens. b) E-Management of visitor’s system (E-MVS) for on-line booking using the bar code technology was launched on Dec 21, 2012. c) An Online Payment Gateway was integrated with E-MVS on Sep 1, 2013. The payment gateway was also introduced in the AYUSH Wellness Clinic on Jan 1, 2016. IN-RESIDENCE PROGRAMME FOR INSPIRED TEACHERS 2016, 23-29 APRIL 2016 !10 REPORT OF ACTIVITIES d) An E-invitation management system to invite guests to events held at RB was launched on Sep 22, 2012. e) E-Presidential Message System [E-PMS] and E-Presidential Function System [E-PFS] have been launched for management of requests for messages and functions. f) E-outreach: The President of India’s website (in English and Hindi) has been fully re-designed and social media (Facebook, Youtube and Twitter) is being used to inform the public about the President and the Rashtrapati Bhavan. The official website has received over 300 million hits since its creation on August 3, 2012. Over 12 lakh people have visited the YouTube channel of Rashtrapati Bhavan and 3.2 million people have ‘liked’ the Rashtrapati Bhavan Facebook page. A study ‘World Leaders on Facebook’ by Burson Marsteller has ranked the President of India 12th most liked amongst world leaders on Facebook. The Rashtrapati Bhavan’s Twitter account launched on July 1, 2014 has gained over 1.27 million followers. Rashtrapati Bhavan has recently started live-streaming of events. g) The E-Way System for effective communication between Rashtrapati Bhavan and Raj Bhavans has been established. h) A Video Conferencing Studio has been set up in RB for the President to interact through video conferencing facility with Governors and with students and faculty of higher educational and research institutions. i) E-office system of office administration was started on Jan 1, 2013. j) RFID based Smart Identity Cards project for RB employees, residents of the President’s Estate and their visitors has been initiated for proper identification and security; Workmen Pass System for contractual employees has also been introduced. k) Since August, 2015, information about visitors of officers of President’s Secretariat is being sent to RB Security through Online IN-RESIDENCE PROGRAMME FOR INSPIRED TEACHERS 2016, 23-29 APRIL 2016 !11 REPORT OF ACTIVITIES Visitors’ Request Information System made available through the e- office portal.
