NOTIFICATION Whereas the State Government has deemed it expedient and necessary to frame rules to regulate the matters relating to accommodation in the Sikkim State Guest House; Now, therefore, the State Government hereby makes the following rules regulating accommodation in the Sikkim Guest House, namely: - 1. (1) These rules may be called the Sikkim Guest House Rules, 2000. Short title and (2) They shall come into force from the date of their publication in the Official commenceme Gazette. nt Control and 2. The State Guest House shall be under the control and supervision of the Deputy supervision Secretary (Protocol), Home Department. 3. (1) The list of persons entitled to occupy the State Guest House while traveling Entitlement to on occupy the State duty or otherwise is given in Annexure I. Guest House (2) An officer whose headquarters is outside Gangtok shall also be entitled to occupy the Guest House. (3) Accommodation shall be provided for a maximum period of five days. Reservation of 4. A person desiring accommodation in the State Guest House shall accommodatio make a booking atleast 15 (fifteen) days in advance. Priority of right to 5. 1 Accommodation in State Guest House shall be provided according to the occupy the State precedence as in Annexure I. 2 (1) Accommodation confirmed shall be cancelled, if required to provide Guest House. accommodation to a person placed in a higher position in the list of entitled persons as in Annexure I or in case of requirement by Home Department. (2) As between two persons placed in the same position in Annexure I, priority shall be given to the one who has reserved the accommodation earlier. (3) A person shall not be allowed to occupy more than one room to the exclusion of another officer traveling on duty and requiring the accommodation (4) VIP Room No.6 and Ordinary Room Nos.7& 8 of the State Guest House shall be kept reserved exclusively for the use of the guests of Hon’ble Chief Justice and Judge, High Court of Sikkim, and for Hon’ble Judges of High Courts of other States as will be requisitioned by the Registry of the High Court of Sikkim and if not occupied by any of the aforesaid guests, they shall be used by the Home Department for its guests under intimation to the Registrar General or Deputy Registrar (Protocol & Administration), High Court of Sikkim. Rs. 150/- (5) Non- officials from other States subject to availability of rooms. A. VIP Room Rs. 300/- B. ORDINARY Room Rs. 250/- Realisatio 7. (1) The Assistant Manager of the State Guest House, shall relies the room rentn inof rents cash from the occupant before the later vacates the State Guest House and issue a proper receipt to him/her. (2) All moneys collected by way of room rent and catering charges shall be depo- sited in the State Bank of Sikkim and the Bank Receipt shall be submitted to the Accounts Officer of the Home Department for record and reference. Maintenance of State 8. The Assistant Manager of the State Guest House shall see that – Guest House (1) The Guest House is provided with all the necessary basic amenities. (2) The rooms, doors, windows, corridors, baths and toilets etc. of the Guest House are kept clean and tidy. (3) Stock registers for furniture, furnishing, crockery, and linen are maintained properly and physical verification of stock is made by periodical inspection. (4) Building and Housing Department shall properly maintain the building, gadgets, approach road and fencing of the Guest House. Visitors’ Book. 9. (1) A visitors’ Book shall be kept at the State Guest House. (2) The book shall be at the custody of the Assistant Manager. (3) The book shall be produced to the guest at the time of occupying the Guest House for recording the time of arrival and other particulars. The book shall again be produced to him/her for recording the time of departure. Power to relax 10. Where the Government of Sikkim is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing, relax any of the provisions of these rules. Savings. 11. The provisions of these rules shall be in addition to and not in derogation of any Orders, Notifications/ Circulars or executive instructions etc. for the time being in force regulating any of the matters dealt with in these rules. TASHILING GANGTOK- SIKKIM 737101 NO 64/GEN/DOP Dated:20/1/2001 NOTIFICATION Whereas the Government of Sikkim is pleased to consider the promotion of 4(four) Junior Foreman to the post of Junior Engineer (Mechanical)/ Foreman in the pay scale of Rs.5000-150-8000 in the Transport Department; And whereas under Column 8 of the Schedule to the Junior Engineer (Mechanical) Recruitment Rules, 1993, the required educational qualification for promotion to the post of Junior Engineer (Mechanical)/ Foreman Grade II is School Final/Higher Secondary Board or equivalent; And whereas in view of the length of service rendered by above 4 (four) Junior Foreman and possessing enormous practical experience, the State Government deemed it expedient to promote them in the post of Junior Engineer (Mechanical)/ Foreman Grade II; Now, therefore, in exercise of the powers conferred by rule 7 of the Junior Engineer (Mechanical) Recruitment Rules, 1993, the Governor of Sikkim is pleased to relax provision relating to educational qualification for promotion to the post of Junior Engineer (Mechanical) / Foreman Grade II as provided in Column 8 of the Schedule of the said rules as one time relaxation.
