Laghman Provincial Disaster Management Committee (PDMC) Meeting Minutes Provincial Governor’s Office – Wednesday, 04 March, 2015 Participants: WFP, UNICEF, WHO, NCRO, SERVE, IRC, NRC, MADERA, SCA, IOM, DRC, ARCS, OCHA, ANDMA, ANA, ANP, DRRD, DoPH, DoRR, DoEnvironment, DoEducation, DoPW, DoAIL, Governor’s Office and other government officials. A. Introduction and Opening Remarks of Provincial Governor: On Wednesday 04 October 15, the Provincial Governor (PG) for Laghman called a Provincial Disaster Management Committee meeting (PDMC). After a short round of introductions, the PG welcomed PDMC members, further he extend of condolences with families, lost their family members due to recent rainfall, snowfall/avalanches and flood particularly to the people of Laghman province and he also highlighted on recent natural hazards (Rainfall, Flood and Snowfall) occurred on 25 February, 2015. The PG gratitude from humanitarian community’s efforts for there on timely response to the affected families he also appreciated the ANSAF’s on time action in rescued the people in Mehterlam and Qarghayi districts of Laghman province, especially ANA rescued 90 Nomad people Marooned in Qarghayi district of Laghman. The PG also highlighted on devastation caused by rainfall and flood which lifted 5 killed, 13 injured, about more than 500 families affected, 800 Jirebs or 400 Acores Agriculture land/Crops washed away and about 39 irrigation canal and intakes severely damaged or destroyed. The PG calcified devastations in three categories to facilitate the response for both (Humanitarian Community and Government line departments). 1. Response to Emergency need and saves lives. 2. Mid-terms actions as reactivation of irrigation system (cleaning of intakes and irrigation canal) opening the routs. 3. Long-term rehabilitation as protection wall, bridges rehabilitation, cleaning the passage of revers. The Provincial Governor called upon Humanitarian community, Development partners, and Government line departments to allocated their resourced in line with above mentioned areas. Moreover he emphasized and seek Development partners help in rehabilitation and durable solution to reduce the chronical vulnerabilities. B. ANDMA Brief on assessment and response statues: ANDM reported on recent disasters as heavy rainfall, floods, snowfall/avalanches, which hit different parts of Laghman province, the highlights are hereunder in each district. 1) Qarghayi district; after a heavy rainfall and flood which strikes different parts of Qarghayhi districts. Right after disaster PDMC/OCT of Laghman assigned joint assessment teams consist of IRC, WFP- PAT monitor, ANDMA and District authority identified 83 families affected, 4 people killed and 5 others injured, while ANA based rescued about 90 Nomad people marooned in Qarghayi district. IRC provided NFIs to 83 affected families and WFP is committed for provision of food ration to affected people, while Islamic Relief (IR) and ANA pledges for some food and NFIs will be distributed very soon in coordination of ANDMA-Laghman. 2) Mihtarlam city and nearby villages; IOM, ANDMA, NRC, WFP-PAT monitor conducted joint a rapid assessment and identified about 115 families affected by rainfall and flood. NRC and IOM provided NFIs to affected families and food will be provided very soon by WFP. 3) Alingar district; According to the rapid assessment conducted by DRRD, SERVE and District authority, identified 120 eligible families for humanitarian assistance. In order to response DRRD- Laghman having ongoing NFIs distribution to the affected families and WFP will provid food ration. 4) Alishing District ; After a joint rapid assessment IOM and ARCS distributed NFIs kits to 137 families. WFP will be provided food ration very soon. 5) Dawlatshah and Padpakh districts: As per ANDMA-Laghman this two districts are restricted in access to the humanitarian partners (I/NGOs and UN-agencies) therefore ARCS is assigned to provide humanitarian assistance after rapid assessment is completed. Notably, ANDMA-Laghman receiving individual petition and so far ANDMA approached by 1811 Individual with petition and requesting assistance, therefore PDMC members agreed on reassessment from the areas remained from assessment as IRC and ANDMA assigned for reassessment in Qarghayi district, SERVE and RRD will conduct reassessment in Alingar district, IOM, NRC and ANDMA assigned to conduct reassessment in Mehterlam, whill ARCS will conduct do reassessment in Alishign, Dawlatshah and Badpakh districts of Laghman province. DoPH-Laghman; The provincial health director retreated the PDMC members that, all health facilities supplied with medical and nonmedical supply and having enough emergency and routine stock in Mihtarlam, while WHO’s committed to filled the gap if identified. DAIL: The Department of Agriculture Irrigation and Livestock (DAIL) along with Water management and Irrigation depart will provide proposal to ARCS for Maskora small dame (The Government of Qatar is a possible Donor) through ARCS. Moreover DAIL will also provide the assessment report to FAO on intakes, irrigation canal affected by flood, for FAO’s long-term and Med-term assistance and rehabilitation. Department of Public Work; The PG advised the public work department to keep open Kabul- Laghman highway and other Roads linking districts with Mihtarlam city.
