Section 1 of the report is a review of the year’s activities falling under each of the six Minimum Control Measures (MCM) described in the County’s MS4 Program Plan. Sections 2 and 3 include the required annual updates related to our Local TMDL Action Plan and Chesapeake Bay TMDL Action Plan, respectively. Roles and Responsibilities Most program activities are carried out by staff from both Albemarle County Local Government and Albemarle County Public Schools. Additional activities are performed per contractual arrangement with the Thomas Jefferson Soil and Water Conservation District (TJSWCD) and Rivanna Conservation Alliance (RCA). Part I.E.1.g(1) – (2)) Due to the restrictions in place because of the COVID-19 pandemic, the in-person outreach activities that we usually conduct or take part in during springtime (e.g., Rivanna River Fest, student field trips) could not happen during the second half of Year 2. However, during that time we changed course to deliver some excellent web-based educational materials and curricula for the general public and school students. Rivanna Stormwater Education Partnership - The County continues its fruitful collaboration with other local MS4 permit holders – the City of Charlottesville, the University of Virginia, and the Rivanna Water and Sewer Authority – in implementing education and involvement efforts through the Rivanna Stormwater Education Partnership (RSEP). The Thomas Jefferson Soil and Water Conservation District (TJSWCD) serves as the partnership’s coordinating body. The partnership website is http://www.rivanna-stormwater.org/, which received a major upgrade during the reporting year. RSEP met seven times during the reporting period to discuss and organize initiatives and share information pertaining to stormwater stewardship and permit compliance. Educational outreach and planning activities conducted by the partnership during Year 2 are listed in the table below. RSEP members regularly consult and update the public education and outreach plan that is shown within the County’s 2018-2023 MS4 Program Plan. The strategies in the plan and those activities implemented in Year 2 address one or more of the plan’s three high-priority stormwater issues: runoff volume reductions, potential runoff pollutants, and TMDL impairments (bacteria, sediment, nitrogen, phosphorus). "Love Your 6/17/2020 X X Watershed" - top pollutants of Rivanna Watershed Albemarle County MS4 Program (2018 – 2023) Year 2 Annual Report 4 Virginia Conservation Assistance Program (VCAP) ongoing X X X brochure handed out on site visits Meaningful Watershed Experiences – The County, through an ongoing contract with TJSWCD, continues to provide watershed education to County public school students, staff, and parents through the Meaningful Watershed Education Experience (MWEE). During the Fall 2019 semester, 525 Albemarle County Public School 4th graders and 135 adults took part in MWEEs at Camp Albemarle on the Mormons River. The experience included a demonstration of benthic stream sampling and a tutorial about watersheds using the Enviroscape watershed model. As alluded to above, the spring MWEE field trips were cancelled. However, TJSWCD staff successfully continued delivering educational watershed materials to County students via their schoolteachers, but through online means. Presentation on Native Riparian Plants, Flood Control with Dams – On Sept 19, 2019 County MS4 staff gave a presentation to approximately 40 non-environmental County staff about the benefits of native plants in riparian areas for infiltration and erosion protection, as well as flood control with dams.
