Re]XJrt CHAPTER 1.0 INTRODUCTION CHAPTER 1.0 INTRODUCTION 1.1 OVERVIEW This document includes comments and responses to comments on the Draft Envirornnental Impact Report (EIR) for the Guenoc Water Rights Modification Project (Proposed Project). This document also includes changes to the text of the Draft EIR that have been identified as the result of changes in the project description and in response to comments received. This document, together with the Draft EIR, comprises the Final EIR for the Proposed Project. The Draft EIR is incorporated by reference and is available as a separately bound document from the State Water Resources Control Board (State Water Board). The Draft EIR was submitted to the State Clearinghouse (SCH#2003042l71) and released for public and agency review for a 45-day review and comment
