Page 1 of 10 Classification: OFFICIAL 2 Classification: OFFICIAL PORep1500 (REDACTED) PART B – RESPONSE Green Belt Options – Please Provide your Comments The Councils have concluded that land within the Green Belt will need to be released in order to contribute to meeting development needs to 2036. This is despite maximising opportunities on ‘brownfield land’ or sites within the built areas and on previously developed land in the Green Belt. The Councils have identified 15 preferred options for development in the Green Belt after taking account of views expressed in a consultation earlier this year and testing a full range of options. All of these preferred options if suitable for development will be needed to contribute to our development needs. They are ‘preferred’ options at this stage as work is on-going to test their suitability. Further testing following this consultation will establish what infrastructure (e.g. highway improvements, schools, medical facilities etc.) will be needed to support the options moving forward taking into account current pressures and circumstances. We are consulting on these 15 preferred options to: a) Seek views to help determine their suitability for development; b) Help understand views on what type of development should be sought if suitable and what type of requirements (other than infrastructure) should be secured as part of development; c) Enable comments on the draft technical work supporting the selection of the preferred options; and d) Provide the opportunity for alternative options to be put forward. It is clear and accepted that the Authority need to consider the release of Green Belt land as part of the local plan process to meet the identified need for new housing as set out in the Housing and Economic Development Needs Assessment. However, the Green Belt Preferred Options fails to identify sufficient sites to the south and south west of the district. The area immediately adjacent to the administrative area of Slough (close to Wexham Hospital) would comprise a distinct and separate Housing Market Area which does not seem to be recognised through inclusion of any options to release Green Belt to meet the housing need in this area. In considering the merits of the Green Belt to the north of Slough (site reference 4.338 within the Part 2 assessment) the Part 2 assessment considered a significant site of 871 hectares. As noted in the Part 2 assessment, and quite understandably, the scale of the assessed site was identified as complex due to the significant range of habitats, environments and boundary features. Therefore, principally due to the scale of the site and therefore the inability to identify future defensible boundaries, the site has not been taken forward by the Council as it is considered to fail the test set down by the NPPF. Page 2 of 10 Classification: OFFICIAL 3 Classification: OFFICIAL PORep1500 (REDACTED) It is more appropriate for the Authority to consider a more focussed analysis of the area, where it would be possible to identify suitable sites that: (i) meet the Green Belt tests set out in the NPPF, including provision of defensible boundaries, (ii) achieve a spread and range of housing sites throughout the full local plan boundary area to meet the need of every housing market area and, (iii) meets a need that has been clearly identified by neighbouring Slough District to meet their need through the duty to co-operate. Wexham Park Golf Centre comprises a 27 hole publically accessible golf centre, including driving range, clubhouse, car parking, green keeping premises and other ancillary uses/buildings. The facility is split by Wexham Street, with nine holes (and no further facilities) to the western side, the remainder to the east. The site to the west of Wexham Street comprising the nine hole course, represents an excellent opportunity to provide a development of much needed housing, alongside other complimentary uses which would support not only the new development but also provide additional facilities to the village, thus improving sustainability. The remaining golf course to the east of Wexham Street would be retained as an 18 hole facility, invested in and would continue to provide a significant green buffer to the south, preventing coalescence. Unlike other sites considered within the Preferred Options, this area to the south of Wexham Street in largely unconstrained, does not impact on AONB and falls outside of any areas identified as having flood risk. It is situated adjacent to the settlement and has very good acessibility via Wexham Road to the south leading to Slough and the other way, north to Gerrards Cross.
