Ms. Siffan Rahman Phase One Environmental Site Assessment 185 Preston Street, Ottawa, Ontario OTT-00257522-A0 December 19, 2019 Executive Summary EXP Services Inc. (EXP) was retained by Ms. Siffan Rahman to complete a Phase One Environmental Site Assessment (ESA) of the property located at 185 Preston Street in Ottawa, Ontario (hereinafter referred to as the “Phase One property”). At the time of the investigation, a vacant two-storey building that had been used for residential purposes was on the Phase One property. A Phase One ESA is a systematic qualitative process to assess the environmental condition of a site based on its historical and current uses. This Phase One ESA was conducted in accordance with the Phase One ESA standard as defined by Ontario Regulation 153/04, as amended, and in accordance with generally accepted professional practices. Subject to this standard of care, EXP makes no express or implied warranties regarding its services and no third-party beneficiaries are intended. Limitation of liability, scope of report and third-party reliance are outlined in this report. The Phase One property is located on the west side of Preston Street, approximately 30 metres south of Poplar Street at 185 Preston Street in Ottawa. The Phase One property has an area of approximately 0.022 hectares and is roughly rectangular in shape. At the time of the investigation, the site was occupied by a two-storey residential building. According to the GeoOttawa online mapping tool, the Phase One property is legally described as PLAN 62 PT LOT 4 PRESTON, City of Ottawa and property identification number (PIN) is 041080178. The surrounding area of the Phase One property was observed to mainly residential with commercial development to the north and south along Preston Street. No environmentally sensitive activities or infrastructures that could present any environmental concerns to the Phase One Property were observed on the adjacent properties based on observations made from the boundaries of the Phase One Property. According to the City of Ottawa GeoOttawa on-line mapping tool, the Phase One property is zoned TM[78] H(15), traditional main street zone with mixed commercial and residential uses. Surrounding properties are used for mixed commercial and residential purposes to the north and south and for residential purposes to the east and west. The Phase One property is included in the 1888 Fire Insurance Plan (FIP), on which a tannery is present on the Phase One property and the north adjacent property. The history of the Phase One property prior to 1888 is unknown. A fire in 1900 destroyed all of the buildings in the Phase One study area. The site was redeveloped for residential use in the 1920s. The existing building, based on air photos, appears to have been present since that time. Based on the results of the Phase One ESA completed at the Phase One Property, the following on-site potentially contaminating activities (PCA) were identified: • PCA #30 – Importation of Fill Material of Unknown Quality • PCA #53 – Tannery No off-site PCA were identified. The following areas of potential environmental concern (APEC) were identified: • APEC #1 – The entirety of the Phase One property. Should the contaminants of concern exceed the selected Site Condition Standards (SCS) established under subsection 169.4(1) of the Environmental Protection Act, and presented in the document entitled Soil, Ground Water and Sediment Standards for Use Under Part XV.1 of the Environmental Protection Act, Ontario Ministry of Environment, Conservation and Parks (MECP), 2011, it is recommended that groundwater analysis also be completed.
