NDRRMC Update Sitrep No. 7 for Typhoon KABAYAN (Muifa)

Region IV-B • Twenty two (22) families composed of ninety eight (98) persons coming from the two (2) municipalities (Calatagan and Malvar) in the province of Batangas were affected by flooding due to continuous rains. There are about 7 families / 23 persons in Calatagan that were housed inside one (1) designated evacuation center while about 15 families / 75 persons in Malvar opted to stay outside the evacuation center and seek refuge to relatives’ houses TORNADO Region III • On or about 3:40 PM, 29 July 2011, a tornado occurred in Brgy. San Jose Paombong, Bulacan with four (4) families affected and four (4) houses damaged LANDSLIDE Region VII • On or about 3:30 AM 31 July 2011, a landslide incident occurred at a quarry site in Sitio Abatan, Barangay Lincod, Maribojoc, Bohol. The Potat family and a couple of site workers were asleep in a makeshift shelter at the basement part when a portion of the said quarry gave way. The quarry owner, a certain Nomiriano Almene of Brgy. Cabawan, Maribojoc disclosed that the estimated damage to his property amounts to PHP 500,000.00 SEA MISHAP Region III • On 28 July 2011, a motorized banca with eight (8) fishpond workers on board capsized between the waters of Hagonoy, Bulacan and Pampanga Delta due to big waves and strong winds. Six (6) of the workers survived and two (2) others died Region VI • On or about 6:00 AM, 31 July 2011, MV Trans Asia Malaysia from Cebu with a total of 178 passengers and crew, was listing by thirty (30) degrees to her starboard at the vicinity South of Calabazas Island, Ajuy, Iloilo. Passengers were ordered to abandon ship and were safely rescued by the following commercial sea vessels enroute to Iloilo and Bacolod: MV Filipinas Cebu - 42 (brought to Iloilo City) MT Philippine Visayas - 103 (brought to Bacolod City) Bantay Dagat MBCAs and fishing boats - 33 (brought to Culasi Port, Ajuy, Iloilo) D. EFFECTS: POPULATION AFFECTED : • A total of 695 families / 3,370 persons were affected in fourteen (14) Barangays, seven (7) Municipalities and one (1) City in Bulacan and Tarlac Province (Region III) and Batangas Province (Region IV-A) 2 • At the height of the typhoon, there were about 256 families / 1,175 persons housed inside eight (8) designated evacuation centers. However, as of reporting time, a total of 78 families / 281 persons are still housed inside three (3) identified/existing evacuation centers in Bulacan province (Harmony Hills Covered Court in Panaklayan, San Jose del Monte City), Tarlac province (Bacao Elementary School in Salumague, Panique), and Batangas province (Lucsuhin Brgy. EMERGENCY MANAGEMENT NDRRMC • NDRRMC OpCen prepared and disseminated NDRRMC Advisories on Severe Weather Bulletins , Flood Bulletins for River Basin and Allied Rivers, General Flood Advisories on Typhoon “KABAYAN”; and Gale Warnings, to all Chairpersons RDRRMC, PDRRMC, and OCD Regional Centers through SMS and facsimile and uploaded the same at the NDRRMC website, Facebook, and Twitter accounts for further dissemination to their respective local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels • Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants SEARCH, RESCUE and EVACUATION OPERATIONS Region VI • PCG VI Helicopter 1636 from Caticlan, conducted aerial surveillance for possible oil spillage and transported a van containing Tier-1 Oil Spill Response Equipment to PCG District HQ in Ajuy, Iloilo in case oil spillage occurs • BRP SARV-002, DF-7 and AE-891 conducted surface monitoring at the vicinity of the sunken vessel M/V Asia Malaysia for any oil spill/sleeks REGIONAL PREPAREDNESS AND RESPONSE Region III • RDRRMC/OCD Regional Center III disseminated domestic weather bulletins / alerts/warnings/advisories to concerned RDRRMC III Member-Agencies, local DRRMCs, and broadcast media for widest dissemination • Coordinated with PDRRMCs of Nueva Ecija, Tarlac, Bataan, Zambales, Pampanga, and Bulacan to activate their respective operations center • Coordinated with Flood Forecasting and Warning System for Dam Operations (PAGASA Pampanga) for any dam discharge • Alerted PRO III Regional Public Safety for rescue assets ready for deployment; AFP Provincial Disaster Response Unit, Subic Bay Metropolitan Authority and Olongapo City Rescue Team to pre-position personnel and rescue equipment in the flood-prone areas • Disseminated Gale Warnings, Severe Weather Bulletins, and General Advisories on Typhoon “Kabayan” for Central Luzon; Weather Advisory for the Low Pressure Area (LPA); and Severe Weather Bulletin for Tropical Depression “Lando” • PDRRMC Bulacan requested the assistance of Bulacan PPO to inform the PNP station in Central Luzon and Metro Manila, as well as the 18 th Special Forces of the Philippine Army of the sea mishap incident • LGU Paniqui, Tarlac has already extended assistance to the flood victims Region IV-A • PDRRMC Batangas were activated while PIO, PEO, PSWDO, GSO, PHO and DepEd have been on standby at the Batangas PDRRMO 5 Region IV-B • RDRRMC/OCD Regional Center IV-B disseminated Severe Weather Bulletins to the Provincial Disaster Risk Reduction and Management Councils (PDRRMCs), LGUs, Local Radio Stations and line-member agencies through SMS; and coordinated with DPWH regarding the status of road and bridges in Romblon • DPWH IV-B installed early warning signs and devices on both approaches of the damaged structure. Emergency repair works is now being undertaken. Materials such as coco trunks are already delivered to the jobsite. Temporary detour route utilizing the downstream side during low tide Region VII • Elements of the Maribojoc Police immediately responded to the landslide incident and brought the victims to Celestino Gallares Memorial Hospital where the physician declared Junrey and Princess Potat as dead on arrival (DOA). The Potat couple is still undergoing medical treatment while the two other victims, Jimmy Tirol and Ronel Agot, sustained minor injuries 6.
