In 1989, he served in the Official Assignee and Public Trustee’s Office. He then served as District Judge from 1991-1997 at the Subordinate Courts (renamed as the State Courts in 2014). In 1997, he was appointed Judicial Commissioner. Subsequently he was appointed Judge of the Supreme Court in 2003 and Judge of Appeal on 1 August 2016. He was born in Singapore in 1956, and obtained his Bachelor of Laws from the National University of Singapore in 1981. In 1984, he was admitted as an advocate and solicitor in Singapore. He later received his Master of Laws from the University of Cambridge in 1986. Ms Nicola Padfield Master, Fitzwilliam College, Cambridge Nicola Padfield is Master of Fitzwilliam College, Cambridge, and a Reader in Criminal and Penal Justice at the Law Faculty, University of Cambridge, where she has worked for more than 25 years. She has a broad research lens, engaged in both law and in socio-legal-criminological research. She is a leading European expert on sentencing law, including the law and practice of release from (and recall to) prison. A barrister by training, she has published widely on criminal law, sentencing and criminal justice. Her books include The Criminal Justice Process: Text and Materials (5th edition, with Jonathan Bild, 2016); Criminal Law (10th edit, 2016); Beyond the Tariff: Human rights and the release of life sentence prisoners (2002). She has edited collections of essays, and for nearly 20 years was the editor of the influential monthly Archbold Review. She now writes the monthly Editorials in the Criminal Law Review. She sat as a Recorder from 2002-2014, and is a Bencher of the Middle Temple, serving on the Education Committee. MIDDLE TEMPLE AMITY VISIT TO SINGAPORE Speaker Biographies for Conference Day Two (In order of appearance) His Honour Judge Philip Bartle QC Luton Crown Court Called to the Bar by Middle Temple in 1976, Philip was appointed Silk in 2004. He worked for over 30 years at the Bar (specialising in professional negligence) before being appointed a Circuit Judge in July 2012 to try serious crime. He is an experienced commercial mediator. He was a member of the Bar Standards Board. He has been an advocacy trainer for many years and was director of the South Eastern Circuit’s annual Advanced Advocacy Course at Keble College, Oxford from 2011-2014. He is a Bencher of the Inn. Mr N Sreenivasan SC Managing Director, Straits Law Practice LLC Sreeni is actively engaged in arbitration, trial and appellate advocacy across both commercial and criminal practice areas. Sreeni started his legal career in the Singapore Legal Service from 1985 to 1990, immediately after graduating. Sreeni’s notable cases include Als Memasa & another v UBS AG [2012] SGCA 43, The Oriental Insurance Co Ltd v Reliance National Asia Re Pte Ltd [2008] 3 SLR (R) 121 and the City Harvest case, one of the longest running and largest fraud cases in Singapore). Asialaw Profiles states: "… N Sreenivasan garners praise for being a ‘focused, tenacious and skillful litigator who has shown an ability to handle difficult and sensitive matters’.” Sreeni has served as Council member and Treasurer of the Law Society of Singapore, and has chaired various committees, including its Advocacy Committee. He has been an advocacy trainer for 22 years, and conducted courses in Singapore, Brunei and Sabah. Sreeni is a Fellow of the Singapore Institute of Arbitrators and the Chartered Institute of Arbitrators. Sreeni remains active on the volunteer scene as a member of the Law Society Pro-Bono Management Committee. MIDDLE TEMPLE AMITY VISIT TO SINGAPORE Speaker Biographies for Conference Day Two (In order of appearance) Ms Mavis Chionh SC Third Solicitor-General and Chief Prosecutor, Attorney-General’s Chambers Mavis Chionh graduated from the University of Oxford with a First Class Honours degree in Jurisprudence and with the award of the University’s Norton Rose Prize in Company Law. She also holds a Master’s degree in Chinese Law from the National University of Singapore and was called to the Bar at Middle Temple She joined the Singapore Legal Service in 1991. In the course of her Legal Service career, Ms Chionh has served as a Justices’ Law Clerk; an Assistant Registrar of the Supreme Court; a Deputy Public Prosecutor; a District Judge; Deputy Principal Senior State Counsel in the Civil Division of the Attorney- General’s Chambers; Official Assignee and Public Trustee in the Insolvency and Public Trustee’s Office; and Chief Prosecutor of the Financial & Technology Crime Division in the Attorney-General’s Chambers. On 1 April 2015, Ms Chionh was appointed Chief Prosecutor of the Criminal Justice Division in the Attorney-General’s Chambers, which prosecutes a broad range of offences from homicide and sex crimes to public order offences and drug offences. Ms Chionh was appointed Senior Counsel in January 2015. In recognition of her outstanding contributions to Public Service, she was also awarded the Public Administration Medal (Gold) in 2015. On 1 August 2016, Ms Chionh was appointed the Third Solicitor-General of the Attorney-General’s Chambers (“AGC”). Ms Chionh will hold this appointment concurrently with her current appointment as Chief Prosecutor of the Criminal Justice Division. The Honourable Judicial Commissioner Debbie Ong Supreme Court of Singapore Prior to her appointment to the Bench, Judicial Commissioner Debbie Ong had been a law academic at the NUS Law Faculty. She is currently Judicial Commissioner of the Supreme Court of Singapore. A leading family law scholar for many years, she has published widely in family law. She is a member of the International Advisory Board of the UK Child and Family Quarterly Journal, and formerly, amongst other roles, a volunteer Family Court Mediator, Chairperson of the Governance Committee of Tampines Family Service Centre, member of the Review Board constituted under the Children and Young Persons Act. MIDDLE TEMPLE AMITY VISIT TO SINGAPORE Speaker Biographies for Conference Day Two (In order of appearance) Ann Hussey QC 1 Hare Court Ann took Silk in 2009. Her practice involves big money ancillary relief cases where she is instructed both by husbands, wives and also offshore asset holding entities. Her practice is based in the High Court in London and the Principal Registry and also in Yorkshire where she has a particular following who commend her astute, no nonsense approach. She deals not only with commercial high net worth families but also has a particular interest in, and understanding of, farming cases. Ann regularly lectures on financial remedies both in the UK and internationally and has been commended for her enthusiastic and innovative approach to training. She is a Bencher of the Inn. Professor Leong Wai Kum Faculty of Law, National University of Singapore Professor Leong Wai Kum is a senior member of the NUS Faculty of Law where she continues to teach Family Law. She dedicates herself to researching and improving the Family Law in Singapore. She submitted private representations to Parliament in 1979 and 1995 on major reviews of the Women’s Charter. Professor Leong has published widely including her latest book: Elements of Family Law in Singapore 2d (Singapore: LexisNexis, 2013). Ms Michelle Woodworth Partner, RHTLaw Taylor Wessing LLP Michelle Woodworth is a Partner at RHTLaw Taylor Wessing’s Litigation and Dispute Resolution Practice. Michelle graduated with LL.B (Hons) and has been admitted to the Bar at Middle Temple, Supreme Court of Singapore, Supreme Court of NSW, Australia and High Court of Australia. Michelle was in private practice for over 12 years, then served as a District Judge of the Subordinate Courts of Singapore (now the Family Justice Courts). Thereafter she joined the Law Society of Singapore as Director and Head of their Representation and Law Reform Department before returning to private practice. Michelle tutors Family Law at Part B of the Singapore Bar Examinations and Co-Chairs the Law Society’s Family Law Practice Committee. She authored a chapter on custody, care and control and access of children in a book launched in May 2005 entitled “The Art of Family Lawyering” and edited its 2nd edition in January 2013. Michelle is an Advocate and Solicitor, Mediator (IMI and SIMI Certified, SMC Accredited), Collaborative Family Practitioner and Court-Appointed Child Representative.
